Minimum Qualifications
Bachelor's degree in Finance or related field supplemented with 5-years previous experience and/or training that includes some or all of the following: governmental accounting, financial reporting, computer accounting applications, budgeting, reconciliations, in a multi-departmental environment with an external governing body, along with proficiency in spreadsheets and word processing packages.
Preferred Qualifications
Licensed CPA in North Carolina, and/or appropriate master’s degree. Experience evaluating, devising, and implementing accounting policies and procedures in a public accounting setting; 3-years supervisory experience; knowledge of on-line accounting systems; and experience with NC College Information Systems (Colleague).
Position Description
Incumbents provide high level expertise to the Finance Department regarding specific Financial programs.
Responsibilities may include: planning and coordinating budget briefings/hearings; managing the use of budget fields within the finance system and position/position budget fields in the human resources system; and submitting budgets and analysis schedules to the Board of Regents.
EXAMPLE OF DUTIES:
Manages Financial Services and all functions performed by the accounting office including payroll, student accounts, cash receipts, cash disbursements, grants and construction
Establishes and maintains a complete and systematic set of records of all financial transactions for the College in accordance with the policies and directions of the President and the procedures prescribed by the NC State Board of Community Colleges, Office of the State Controller, and Office of the State Auditor
Ensures all funds belonging to or allocated to the College are in balance and all financial payments and receipts are accurately documented in the appropriate ledgers and journals
Ensures internal control procedures are in place and working effectively
Provides leadership and supervision of the department and all assigned personnel
Responsible for the accurate preparation of all financial statements, Consolidated Annual Financial Report (CAFR) and Single Audit workbooks for the annual State CAFR Report within prescribed deadlines
Oversee monthly and year-end balancing, reconciling, and closing for state, county and institutional funds
Analyzes transactions using a wide range of accounting knowledge including the North Carolina Community College System Accounting Procedures Manual and the College's Accounting Procedures
Establishes fund accounts and ensures bank deposits are verified and correctly deposited
Reviews and approves monthly bank statement reconciliations and monitors daily cash balances in the state disbursing account and county and institutional bank accounts
Ensures that monthly expenditure reports for state and county funds are prepared and submitted to the proper agency
Serves as liaison with the state auditor and the state controller
Oversees all cashier functions
Performs other duties of a similar nature or level

Supervises Assistant Controller, Payroll Technician, Cashiers
