Minimum Qualifications


  1. Current unrestricted license as a Registered Nurse in North Carolina, required
  2. Qualifications as specified in 21 NCAC 36.0318 and 36.3017, required

(1) hold a current unrestricted license or multistate licensure privilege to practice as a registered nurse in North Carolina;

(2) have two years of full-time experience as a faculty member in a Board-approved nursing program;

(3) be experientially qualified to lead the program to accomplish the mission, goals, and expected program outcomes;

(4) hold either a baccalaureate in nursing or a graduate degree in nursing from an accredited institution. If newly employed on or after January 1, 2016, hold a graduate degree from an accredited institution. If newly employed on or after January 1, 2021, hold a graduate degree in nursing from an accredited institution;

(5) prior to or within the first three years of employment, have education in teaching and learning principles for adult education, including curriculum development, implementation, and evaluation, appropriate to the program director role. This education may be demonstrated by one of the following:

  1. completion of 45 contact hours of Board-approved continuing education courses;
  2. completion of a certificate program in nursing education;
  3. nine semester hours of graduate course work in adult learning and learning principles;
  4. national certification in nursing education; or
  5. documentation of successful completion of structured, individualized development activities of at least 45 contact hours approved by the Board. Criteria for approval include content in the faculty role within the curriculum implementation, curricular objectives to be met and evaluated, review of strategies for identified student population, and expectations of student and faculty performance;

(6) maintain competence in the areas of assigned responsibility; and

(7) have current knowledge of nursing practice for the registered nurse and the licensed practical nurse.

(8) The nursing education program shall implement, for quality improvement, a comprehensive program

  1. Strong commitment to the Consortium concept and to the Community College purposes, required
  2. Commitment to continuing education throughout the life span, required
  3. Continuing membership in professional organizations, required

Position Description

Essential Responsibilities

  1. Administer and manage a nursing program based on a curriculum which provides career and mobility opportunities for individuals who desire educational preparation in nursing, as demanded by the course objectives, the levels of the students, and the nature of the learning environment
  2. Coordinate the development and implementation of the Consortium and NC Board of Nursing policies
  3. Recommend and manage the consortium budget upon approval of the Operations Committee
  4. Annually evaluate instruction of nursing faculty with written and oral report in accordance with personnel policies of the Administrative Unit and the Consortium
  5. Recommend student body size consistent with area demands for nurses, NC Board of Nursing requirements, available faculty and available clinical resources, and applicant pool
  6. Plan and participate in Advisory Committee meetings, service on other college committees as assigned or selected
  7. Assist in identifying staff development needs and plan for activities to encourage academic and teaching excellence in the Foothills Nursing Consortium Program
  8. Assume the leadership role in maintaining a curriculum that develops nursing competencies which reflect current nursing practice
  9. Identify and acquire clinical teaching facilities and negotiate the contractual agreements with these facilities
  10. Provide completed verification of the program graduates’ credentials and graduation to the Board of Nursing
  11. Represent the Consortium to accrediting bodies, state agencies, and professional organizations
  12. Work with Student Services and Learning Support and Retention staff in recruitment and admission of students and implementation of the Foothills Nursing Consortium policies
  13. Assist the member institutions with the effective utilization and sharing of human and other resources
  14. Assist with the recruitment, selections, and orientation of new faculty members.  Interview and select part-time faculty members
  15. Serve as a member of the Admissions Advisor/Counselor Committee and help coordinate the development of a joint educational calendar and dates for the admission process.  Coordinate an educational calendar for the Consortium students and faculty
  16. Coordinate course outline development and revision, and textbook selections with the Foothills Nursing Consortium Faculty
  17. Maintain in the Administrative Unit office a current course outline file of each course taught
  18. Assume leadership role in counseling of students for academic and other concerns
  19. Schedule and conduct Consortium faculty meetings
  20. Recommend personnel needs of the Consortium to the Operations Committee
  21. Serve as a resource person to the individuals on the Operations Committee
  22. Assign full-time faculty, part-time faculty, course coordinators, and faculty committees in accordance to program needs and policies
  23. Manage the development, implementation, and evaluation of the Foothills Nursing Consortium curriculum
  24. Administer the policies of student admission, progression, and graduation requirements of the Consortium
  25. Maintain mandated legal requirements as set forth by the North Carolina Board of Nursing, the Department of Community Colleges, and/or other body which regulates the Consortium program
  26. Perform other duties as assigned by the Operations Committee and/or Executive Committee
  27. Serve as liaison between the Consortium and the Practical Nursing and other nursing programs, including RIBN, to achieve maximum curriculum articulations and student mobility
  28. Adhere to responsibilities put forth by NC Administrative Code 21, NCAC 36.0303-Existing Nursing Program
