Minimum Qualifications

Knowledge, Skills & Abilities:
 
Broad knowledge of principles, practices, and methods of grant administration and grant compliance, including internal control procedures and processes for compliant financial management
 
Demonstrated ability to interpret and apply federal, state, and local laws, policies and regulations related to sponsored programs including but not limited to the Federal Register, departmental regulations, 2 CFR 200, Cost Principles, and Audit Requirements for Federal Awards, and the North Carolina Administrative Code

Ability to develop necessary processes and procedures to administer and monitor for compliance and risk a diverse portfolio of private, state, and federal grant projects greater than 15 million dollars
 
Ability to develop procedures for record keeping, budget monitoring, and sustaining program features

Proficiency with Microsoft Office products including spreadsheets, program data collection and evaluation processes, and professional presentations
 
Excellent written, oral, and listening skills
 
Ability to communicate in a diplomatic, friendly, and effective manner with grant project directors, administrators, and college staff
 
Ability to work with a high degree of accuracy in a fast-paced office environment

Ability to initiate, plan, organize and bring projects to conclusion without direct supervision
 

Strong time management skills with demonstrated ability to multi-task and set priorities within tight timelines

Demonstrated analytical, organizational, and problem solving skills

Minimum Requirements:

Bachelor's degree
 
Experience supervising staff with grant management functions
 
Four years' experience simultaneously managing the performance of multiple grant-funded programs and monitoring regulatory compliance
 
Ability to travel between campuses as needed

Preferred Qualifications

Master's degree, Project Management Professional certification and/or research administration certification
 
Two years' experience working in education grant management
 

Two years' experience supervising staff with grant management functions

Position Description

Leads the Office of Sponsored Programs' compliance and grants administration functions by working collaboratively with grant program sponsors, project directors, administrators, and appropriate staff to support successful project outcomes. Responsible for developing, implementing, evaluating, and refining a system of on-going oversight, training, and support related to programmatic compliance in the implementation and management of government-funded and privately funded grants. Leads efforts to identify best practices as well as gaps and inefficiencies in Wake Tech's grants administration to ensure a high standard across the organization.

*Working with the Dean of Sponsored Programs, provides leadership on all matters related to compliance, risk management, and administration of sponsored projects. This includes managing the legal, ethical, regulatory, and performance aspects of administering federal, state, and local government and privately funded grants to mitigate risk and ensure accountability and compliance
 
*Supervises the Coordinator of Grants Performance and manages the work and efforts of other grant personnel throughout the college
 
*Leads day-to-day management of all college post-award functions to include: deliverables monitoring, budget monitoring, evaluation, training, and assisting post award personnel with workload as appropriate
 
*Develops and implements college policies, guidelines, standards, controls, procedures, and communication systems to provide internal controls over award activities and expenditures to ensure compliance
 
*Conducts assessment and monitoring of partnership/subcontractor/sub-recipient agreement goals, progress, and compliance
 
*Researches and analyzes existing, emerging, and new legislation and regulatory requirements of various government funding agencies to ensure Wake Tech's compliance with requirements governing grant-funded projects

Develops and maintains relationships within the Wake Tech sponsored programs community, with external sponsors, both federal and non-federal, and with other key stakeholders as required

Ensures on-time submission, completeness, and compliance of grant reports to sponsors

Leads the college's efforts in preparing for and responding to agency monitoring visits, external audits, or other cross-site evaluations requiring a review of project documentation and practices

Develops and updates grant management and compliance reports to senior leadership

Assists Grants Development Team as funding proposals are being developed by providing planning, writing, and submission assistance to ensure that compliance is a prime consideration

Represents and speaks on behalf of Sponsored Programs to internal and external audiences at meetings and events as required

Promotes continuous improvement by completing an annual benchmark project on an individual or a group basis
