A Master’s degree from an accredited college or university supplemented by specialization in business administration, military requirements generation and/or procurement or a related field.

Five years of increasingly responsible experience in research and development, business development, and/or military procurement and organizational management.

Working knowledge of and experience in military requirements generation and/or procurement systems and procedures.

Position Description

Duties may include, but are not limited to, the following:

Systems Management duties to include:

 

  • This position substantially directs the operational planning for the NCMBC’S DEFTECH program consistent with the NCMBC strategic plan.

 

  • Design and execution of projects to improve daily operations and existing systems in partnership with NCMBC Director of Operations and headquarters staff.

 

  • Development and oversight of new programs (technology systems; business programs).

 

  • DEFTECH organizational data management and reporting (monthly and annual) to the NCMBC Director of Operations for historical record keeping.

 

  • Federal data research, utilization, and reporting to NCMBC Executive Director and Director of Operations.

Operations Management duties to include:

  • Supervision of the DEFTECH team.

 

  • Directing daily operations and reporting and providing input to evaluation of members of the DEFTECH team.

 

  • Consult or supervise staff consultation with businesses one-on-one to recruit or to engage them more effectively in the federal marketplace, connect them with the NC Innovation Ecosystem, and/or assist them in competing for specific contracts.

 

  • Conduct or supervise staff business visits to current federal contractors and contracting-capable, mature businesses in North Carolina. Assessing client companies’ capabilities in current business development, future business development, capture, contract execution, and other contracting competencies, recommend actions and refer clients to community college and other resources to improve their capabilities and government needs/gaps and client companies’ capabilities and recommend actions, connect innovators and government as appropriate, and refer clients to other resources, as needed.

 

  • Provide or supervise staff one-on-one technical assistance services to help clients understand specific federal solicitations and/or to develop proposals or quotes for specific government contractors and/or the innovation ecosystem under federal Small Business Innovation Research (SBIR); Small Business Technology Transfer (STTR); Broad Agency Announcement (BAA); and Other Transaction Authority (OTA) opportunities.

 

  • Identify or supervise staff identification of future contract opportunities and/or SBIR/STTR, BAA, OTA and other innovation opportunities; identify NC companies capable of competing utilizing internal (client management system) and external tools; source lucrative opportunities to capable businesses and DEFTECH Community.

 

If designated as the lead agency of the Defense Innovation Network (DIN):

  • Manage all strategic and operational programs of the DIN under the general supervision of the NCMBC Executive Director and the North Carolina Department of Commerce.

 

  • Direct and/or coordinate with partner organizations of the DIN to ensure synchronization of DIN operations to engage businesses, evaluate research and development (R&D) opportunities and assist client businesses in pursuing R&D contracts.

 

Strategic Initiatives Management duties to include:

  • Direction of DEFTECH components of major NCMBC events, including statewide in­ person summits, multi-day virtual symposia and virtual webinars with federal agencies, military commands, contracting offices, contracting support businesses and NCMBC/DEFTECH staff. Duties are as assigned by the NCMBC Director of Operations for major NCMBC events and webinars.

 

  • Direction of DEFTECH-only events, in collaboration with the NCMBC headquarters and specifically the Director of Operations.

 

  • Direction of statewide major events and interagency activities of the DIN.

Communication and Relationship Management duties to include:

  • Government and organizational relations and liaison with federal and state entities, principally to communicate DEFTECH programs, upcoming events, and procurement, research, and development, SBIR/STTR, and the like opportunities, awards, statistics, and spotlights for businesses they represent.

 

  • Build public and business awareness of military and other federal business innovation opportunities by 1) conducting meetings, briefings, and training events statewide, in conjunction with Community College Small Business Centers (SBC) and university academia, chambers of commerce, economic development agencies, SBTDC/GCAP and other “partner agencies.”

 

  • Manage and contribute content to DEFTECH’s communication tools (such as Mobilize, Linkedln, Pardot) to promote NCMBC/DEFTECH services.

 

  • Government and organizational relations and strategic communications of the DIN, when designated as the lead entity of the DIN.
