Minimum Qualifications

Bachelor’s degree with major course work in education or related field. 

Experience teaching students at high school level.  Computer expertise in word processing, spreadsheets and data analysis. 

Excellent communication, interpersonal, and organizational skills. 

Preferred Qualifications

Master’s degree in education or related.  Experience in external testing software examples

include: Work Keys, TABE, GED, Hi-Set.  Experience in NC College and Career Readiness programs or with special populations; knowledge of Datatel; grant writing and reporting experience.

Position Description

Primary Purpose

 

To plan, direct, manage and oversee activities and operations for the programs of the College and Career Readiness (CCR) Department.

 

Essential Functions

Program specific duties (approximately 70% of time and effort)

  • Management responsibility for the CCR program services and activities including the overall planning, directing, managing, supervising, and evaluation of programs. These programs cover the areas of adult basic education (ABE), adult high school diploma (AHS), Career College, English as second language (ESL), high school equivalency diploma (HSE formerly GED).
  • Manage course planning and scheduling to ensure flexible schedule and instruction is of sufficient intensity and quality.
  • Ensure accurate reporting of program data including FTE to the North Carolina System Office.
  • Responsibility for ensuring maintenance of program records by:  (1) determining accuracy of all class records required of instructors; (2) provide necessary assistance in preparing course outlines and objectives in areas of instruction; (3) interview prospective instructors and provide appropriate supervision; and (4) see that certifications and transcripts are recorded and issued.  
  • Manage the development and implementation of program goals, objectives, policies, and priorities for each program area.  Ensure that all required state and federal course reporting is accurate and timely.
  • Monitor and evaluate the efficiency and effectiveness of programs by achieving state and federal performance goals or developing action plans when goals are not reached.
  • Manage and prepare the preparation of files for audit, review, and program year close out for federal and state reporting as required.
  • Evaluate work methods and procedures; meet with staff to identify and resolve problems.
  • Select, train, motivate and evaluate instructors and staff; provide or coordinate staff training; work with employees to correct deficiencies to ensure instruction is high quality and is based on rigorous research.
  • Oversee and participate in the development and administration of the budgets for program areas as it relates to the Title ll Plan. 
  • Approve expenditures and implement budgetary adjustments as appropriate and necessary per Title ll Plan.
  • Attend and participate in professional group meetings; stay abreast of new rules or requirements for program areas.
  • Attend conferences and professional meetings to stay abreast of audit and program requirements
  • Respond to and resolve (or supervise others in doing so) difficult and sensitive student inquiries and complaints, counsel.

Administrative Duties (approximately 30% of time and effort)

  • Follow deadlines related to payroll, close-out, grading, etc.
  • Work with the Dean to recommend contracts, Datatel course entry, and timesheets in a timely manner.
  • Perform duties assigned to promote the overall mission of the department or college
