Position Description

Statement of Primary Purpose

In support of the mission of Isothermal Community College, this position will procure supplies, equipment and services for the College at the lowest price consistent with purchasing requirements of the State of North Carolina, manage inventory and disposal of equipment.

Essential Responsibilities

Purchaser:

  1. Conduct all purchasing activities according to applicable law, rules and regulations of the State of North Carolina.
  2. Understand and use NC State Contracts where applicable.
  3. Process Purchase Orders using the State of North Carolina’s Electronic Vendor Portal and E-Procurement Application.
  4. Administer the College’s P-Card Program.
  5. Prepare and issue solicitations as necessary on non-contract items using fair and competitive means.
  6. Extend honest, courteous and impartial treatment, along with fair and equal opportunity, to all interested and qualified suppliers.
  7. Confer with vendor representatives to support the needs of the College.
  8. Ensure satisfactory and proper performance of contractual obligations from vendors.
  9. Prepare and submit quarterly HUB report, annual Purchasing Flexibility report and other required reports as necessary to the Division of Purchase and Contract and other entities to ensure compliance and promote best practices.
  10. Maintain vendor file documentation, included but not limited to, W-9’s, Certificates of Insurance, Vendor-requested Credit Applications and requested vendor file changes.
  11. Maintain and update the College’s Procurement and P-Card Manuals, as needed.
  12. Other duties as assigned to support the mission of the College.

 

Equipment Coordinator:

  1. Maintain equipment inventory records.
    1. Assign inventory numbers to all major and high-risk equipment.
    2. Perform annual inventory of major equipment.
    3. Manage process for disposal of all equipment and supplies by sale through State Surplus Property or other allowable means.
    4. Reconcile equipment purchases to General Ledger and prepare end-of year Fixed Asset reports.
  2. Correspond with vendors regarding damages, shortages, and/or discrepancies on equipment orders.

 

Facilities and Capital Projects:

  1. Work with Director of Plant and Maintenance Operations on facility repairs and upgrades for projects requiring solicitation of services.
  2. Serve as liaison with contractors as needed to support successful project implementation.
  3. Assist the College’s Capital Project Coordinator with capital projects as directed.
