The North Carolina Community College System (System Office) is comprised of a statewide network of 58 public institutions of higher learning. The system enrolls over 500,000 students annually. NC Community Colleges System Office has an opening for the Director of Human Resources in the Executive Office Division. The recruitment range: $74,429 – $99,000.
DESCRIPTION OF WORK: The Human Resources Office is part of the Executive Division and reports to the Executive Vice President/Chief of Staff. The purpose of the Human Resources Office is to ensure the administration and implementation of a comprehensive human resources management system for the NC Community College System Office and to provide consultation and assistance in area of human resources to the 58 community colleges.
The HR Director provides leadership and accountability for a comprehensive Human Resource program within the North Carolina Community College System Office, a state agency with approximately 210 employees. The position has responsibility for ensuring the fair and equitable administration and implementation of all human resource policies, practices, and programs in the agency, including recruitment and selection, salary administration, position classification, employee relations, grievances and appeals, performance management, personnel records, equal employment opportunity, training/development, health, and wellness, workers compensation and employee benefits. The HR program includes positions subject to the State Human Resources Act and those who are exempt per GS 115D-3. The position has direct responsibility in the overall personnel program administration and supervision, employee relations, equal employment opportunity, and personnel policy development and interpretation.
KNOWLEDGE/SKILLS/AND ABILITIES: The position requires extensive knowledge of State and Federal laws related to human resources, Community College Law (115D), The State Board of North Carolina Community College Code, OSHR policies, General Statutes 126 and 115D, departmental policies and procedures, the Disability Income Plan, the Retirement Manual, and the State Budget Manual. The position requires extensive experience in the application and interpretation of employment laws and policies including, EEO, recruitment and selection, workers compensation, salary administration, and performance appraisal. Competencies include the ability to organize, plan, coordinate, and evaluate programs and work; to determine priorities among competing demands; to exercise judgment and discretion while interpreting and applying a variety of human resources and departmental policies in complex, sensitive, or new situations; to think innovatively in developing new programs and approaches; to communicate effectively with others utilizing listening, writing, and speaking skills; to establish and maintain effective working relationships; to work independently and to organize and supervise the work of subordinates; and the ability to meet and deal effectively with superiors, associates, departmental employees, and the general public.

- Experience working with executives and senior-level managers to collaboratively meet the organization’s workforce needs.
- 7 years state agency or progressive human resources experience in an equivalent organization.
