~ANTICIPATED VACANCY~

The North Carolina Community College System (System Office) is a statewide network of 58 public community colleges. The system enrolls over 500,000 students annually. It is the 3rd largest in the nation based on the number of colleges. It also provides data to the North Carolina Learning Object Repository by collecting, contributing, and sharing digital learning resources for use in traditional or distance learning environments. NC Community Colleges System Office has an opening for a Director, Library Services in the Technology Solutions and Distance Learning Division. The recruitment range: $49,158 – $76,426.

The Technology Solutions and Distance Learning Division is responsible for the technical architecture, enterprise business services and technology for the North Carolina Community Colleges System Office and the 58 community colleges that make up the North Carolina Community Colleges System (NCCCS).

The IT Service Management & Strategy is tasked and structured to represent and manage multiple System-wide Information Technology (IT) functions, products, projects. The primary responsibility of this team is measuring, analyzing, and responding to daily, monthly, quarterly, and annual projects, financial and operational performance measures.

DESCRIPTION OF WORK:  A successful Library Supervisor provides statewide leadership and is the final cataloging and metadata authority for all of the state’s 58 community college libraries and catalogers, particularly for the Community College Library In North Carolina (CCLINC) consortium which currently handles approximately 666,652 bibliographic records, over 1,474,109 holding records, and in excess of 396,426 patrons, making it third in size among the libraries of publicly funded institutions of higher education in North Carolina.

Responsibilities include:

  • Planning, organizing, directing, and evaluating cataloging and metadata services to meet the needs of the state’s community college libraries and catalogers.
  • Managing Library Services’ contracts and subscriptions (ILS, OCLC, LC Classification Web, WebDewey, Lyrasis, etc.).
  • Day-to-day operations of Library Services and supervises the (vendor-provided) CCLINC ILS system administrator.
  • Monitors and reports on Library Services’ activities, ensures its efficient operation by developing and applying standards, guidelines, and procedures, by providing monthly statistics, and is involved in strategic planning efforts for Library Services.
  • Provides cataloging, cataloging training, and consulting services for the state’s community college libraries and catalogers by demonstrating a thorough knowledge and understanding of the practices, policies, standards, and trends of Library Science and Information Resources.
  • Has a thorough working knowledge of accepted cataloging standards and applications software (AACR2, RDA, MARC21, LCSH, OCLC, DDC, LC).
  • Provides access to bibliographic and authority records in all formats (including federal documents, state documents, genealogical materials, books, audiovisual materials, periodicals, newspapers, microforms, electronic resources, and maps).
  • Designs and delivers cataloging training programs for CCLINC catalogers, a statewide program in which 52 of the 58 community colleges participate and advises and negotiates with committee members to address dynamic and difficult issues by serving on the CCLINC Steering Committee and CCLINC Cataloging Committee.
  • Maintains and updates the Library Services web pages on the NCCCS web site; Contributes input to the IT strategic planning process related to library resources and learning technology.

KNOWLEDGE/SKILLS/AND ABILITIES:

  • Applies thorough knowledge and understanding of the practices, policies, standards, and trends of Library Science and Information Resources.
  • Applies advanced and/or specialized knowledge of the policies, practices, trends, and issues associated with providing electronic access to library data, collections, and information.
  • Applies thorough knowledge of Library of Congress Subject Headings (LCSH), the Dewey Decimal System, Library of Congress Classification System, and Anglo-American Cataloging Rules, Resource Description and Access (RDA), and Library of Congress cataloging policies and practices.
  • Applies thorough knowledge of the services and programs provided to the NC community college catalogers including access to cataloging metadata, collections, and information (electronic and physical), reference and research service, and digital services.
  • Applies thorough knowledge of and skills related to the use of current library systems, technologies and tools used in the library and information science profession.
  • Applies thorough knowledge of current standards and practices of digital library services, digital preservation issues, and World Wide Web technologies. Applies thorough knowledge and understanding of intellectual property rights and copyright laws.

Customer Service

  • Answers complex questions and provides comprehensive reference/research assistance and other services to NCCCS catalogers, staff of government agencies, library partners, and the general public.
  • Assists in planning and implementing customer service improvements.
  • Researches and proposes new approaches to meet NCCCS catalogers’ needs; assists in design of new customer services.
  • Plans and implements customer service improvements based on feedback received from NCCCS catalogers.

Consulting/Advising

  • Advises, collaborates, and negotiates with clients to address dynamic and difficult issues which require an in-depth understanding of the program/organizational culture, issues, and work relationships and to resolve complex issues in assigned program area(s).
  • Identifies trends and recognizes the impact of policies, procedures, and laws; applies knowledge and understanding of program culture, issues, and work relationships to address situations; guides and coaches others in evaluating and resolving complex operational issues, often in overlapping program areas.
  • Enhances collaboration among individuals and groups to build consensus by coaching and leading others in providing effective, responsive, timely consultation services, and by promoting best use practices.

Human Resources Management

  • Manages and directs the work of the vendor-provided CCLINC ILS system administrator; makes work assignments, as needed.

Planning and Organizing Work

  • Designs and implements new work processes; plan and implements new programs; evaluates existing programs; participates in long range planning. Manages multi-faceted, specialized, and complex projects, trains, and mentors’ others in project management skills. Plans, manages, and implements the delivery and improvement of services, staffing and resources, some of which may include larger staff, multiple programs or moderately complex or significant programs. Consults with and determines NCCCS catalogers’ needs and project parameters; identifies issues and problems with services/products.

Communication and Interpersonal Skills 

  • Builds collaborative relationships with others including the NCCCS catalogers, the staff at other libraries and library partners.
  • Communicates moderately complex information to employees, external customers, and the public.
  • Prepares written reports of moderate complexity. Mentors and coaches’ others on building effective working relationships; assists in resolving issues related to team development and working relationships.
  • Communicates moderately complex information to employees, external customers, and the public.
  • Determines training needs and provides training to NCCCS catalogers; develops and delivers training programs.
  • Prepares written reports of moderate complexity. May present at statewide and national conferences.

Building Relationships & Partnerships

  • Develops and maintains professional working relationships in complex and/or difficult situations to achieve work goals.
  • Serves as expert resource in working with internal and external organizations; plans and develops long-term, strategic partnerships.

Training

  • Evaluates training needs using appropriate assessment techniques. Advises and coaches others in delivery of training materials and programs. Develops and delivers training programs.
