Bachelor's degree in computer science or an IT related field from an appropriately accredited institution or Associate degree in computer science or an IT related field or related technical degree from an appropriately accredited institution and one year of experience in business application consulting or development or High School or General Educational Development (GED) diploma and four years of experience in business application consulting or development; or an equivalent combination of education and experience.

NC Community Colleges System Office has an opening for a Applications Systems Analyst I in the Technology Solutions and Distance Learning Division. The recruitment range: $64,004 – $84,000.

The Technology Solutions and Distance Learning Division is responsible for the technical architecture, enterprise business services and technology for the North Carolina Community Colleges System Office and the 58 community colleges that make up the North Carolina Community Colleges System (NCCCS).

The IT Service Management & Strategy is tasked and structured to represent and manage multiple System-wide Information Technology (IT) functions, products, projects. The primary responsibility of this team is measuring, analyzing, and responding to daily, monthly, quarterly, and annual project, financial and operational performance measures.

DESCRIPTION OF WORK:  The mission of the North Carolina Community College System is to open the door to high-quality, accessible educational opportunities that minimize barriers to post-secondary education, maximize student success, develop a globally and multi-culturally competent workforce, and improve the lives and well-being of individuals.

The Technology Solutions and Distance Learning Division supports this mission by building and supporting the IT infrastructure that supports 58 colleges’ ERP system and various System wide initiatives. The position will work within the Data Management and Integration (DM&I) team and collaborate with business owners, developers, and college stakeholders to gather and analyze business objectives, technical data requirements, and associated data flows.

The application systems analyst must be able to effectively ensure successful execution lifecycles using formal tools and best practices. This position requires complex programming for new development and maintenance/enhancements. This includes managing small to medium-sized projects; devising solutions to complex technical problems; following technical procedures; working independently with minimal supervision; investigating, researching, and implementing new technologies; performing diagnostics; and providing production support. The analyst must have excellent written and verbal communication skills for coordinating across teams and strong critical thinking and problem-solving skills paired with an ability to communicate complex ideas to non-technical users.

KNOWLEDGE/SKILLS/AND ABILITIES:

  • Minimum 1-2 years of development using object-oriented programming languages or web services
  • Experience with design, development, deployment and CI/CD in a DevOps environment
  • Knowledge of Agile/Scrum methodology
  • Good knowledge of software development lifecycle (SDLC)
  • Ability to effectively communicate and convey technical/complex ideas in written and oral form with users/stakeholders and executive management
  • Ability to work well autonomously, within teams, and lead focused efforts to establish effective working relationships and to produce successful outcomes.
  • Ability to set priorities, know when priorities need to change, and can adapt to unanticipated changes.
  • Demonstrates a sense of ownership of problems and takes on extra responsibilities to ensure customer satisfaction.
  • Provide technical support to end users and system administrators.
  • Develop documentation for application users and systems administrators.
  • Ability to understand current architecture of systems and assist with troubleshooting problems

PREFERENCES:

  • Experience with REST/SOAP, HTML5, CSS3, JSON, JavaScript, React, Python, PowerShell, Groovy
  • Experience with Visual Studio and GIT
  • Experience with Boomi Integration or middleware solutions
  • Experience in Salesforce implementation including custom platform development, integration with other systems and complex data migrations
  • Experience with ServiceNow or similar ITSM solution
  • Experience in enterprise systems, and familiarity with security protocols and best business practices
  • AWS/Azure knowledge and/or certification

Our office is in downtown Raleigh, NC. Travel is typically limited to periodic professional knowledge/skill development and conference attendance.
