Position Description

~ANTICIPATED VACANCY~

The North Carolina Community College System (System Office) is a statewide network of 58 public community colleges. The system enrolls over 500,000 students annually. It is the 3rd largest in the nation based on the number of colleges. It also provides data to the North Carolina Learning Object Repository by collecting, contributing, and sharing digital learning resources for use in traditional or distance learning environments. NC Community Colleges System Office has an opening for a Grants Accountant in the Business and Finance Division. The recruitment range: $43,500 – $72,450.

The Division of Business and Finance supports the System Office and the 58 community colleges by advocating on behalf of the System, providing fiscal and human resource services and guidance, as well as ensuring accountability to promote good stewardship of public resources. The System Office provides support to college business offices by providing procedures, forms and data for use in capital improvement, purchasing, budgeting and accounting.

DESCRIPTION OF WORK:  This position will provide counsel and technical assistance to System Office staff in the preparation of grant application budgets for grant proposals submitted to federal, state and private grant funders; determines fiscal and technical reporting requirements; monitors budgetary expenditures to ensure that funds are being expended in a timely and appropriate manner; ensures adherence to State and Federal guidelines and policies; provides grant information to divisional managers; and prepares cash reimbursement requests and other financial status reporting required by grantors.  In addition, this position assists with the preparation and submission of the NC Community College System indirect cost plan to the US Department of Education and negotiating an approved indirect cost rate.

This position will prepare budget creations and revisions within IBIS (Integrated Budget Information System), validate revenue and expenditure accounts within NCAS (North Carolina Accounting System) and run financial reports as needed.  The successful candidate will also assist with internal policies and procedures and will provide training on relevant procedures and state regulations.

This position may serve as a liaison for the System Office as needed regarding the budgeting of grant and other funds with the Office of State Budget & Management as well as a liaison with the Office of the State Auditor, System Office internal auditor and auditors/program monitors from various funders.

KNOWLEDGE/SKILLS/AND ABILITIES: Ability to interpret and apply federal and state fiscal regulations.  Exercise judgment and discretion in establishing, applying, and interpreting a wide range of fiscal and grant policies and procedures. Considerable knowledge of Generally Accepted Accounting Principles (GAAP) and practices, governmental accounting methods, and procedures and financial practices. Applicant must have a working knowledge of NCAS, IBIS and E-Procurement.  Ability to compile, monitor, examine, and audit financial statement/reports for grants and contracts to determine accuracy and adherence to Federal and State policies and procedures. Prepare financial reports, research unusual activity for further investigation and following internal control systems. Candidates should clearly indicate their years and level of experience with the Microsoft Office suite and be prepared to submit to a skills test if asked.

PREFERENCES: Management prefers candidates with experience in accounting for grants but will consider a candidate with a demonstrated background in reconciling general ledger accounts and systems and a strong knowledge of accounting principles and practices.
