High School Diploma or GED and three years of experience as a buyer; or completion of two years of college coursework in business or related program and one year of experience as a buyer; or equivalent combination of training and experience.

NC Community Colleges System Office has an opening for a Procurement Technician in the Business and Finance Division. The recruitment range: $30,915 – $43,470.

The Division of Business and Finance supports the System Office and the 58 community colleges by advocating on behalf of the System, providing fiscal and human resource services and guidance, as well as ensuring accountability to promote good stewardship of public resources. The System Office provides support to college business offices by providing procedures, forms, and data for use in capital improvement, purchasing, budgeting, and accounting.

DESCRIPTION OF WORK:  The primary purpose of this position is to research availability, obtain pricing/quotes, and delivery schedule for the procurement of goods and services for the North Carolina Community College System Office. Provides information to the staff; contract/business owners in the development of purchase requisitions. Responsible for the review and processing of purchase requisitions for accuracy of information and ensuring procurement is processed by or through the correct means. Research Statewide Term Contracts, Agency Term Contracts, and obtain quotes, Authority to process e-requisitions up to $5,000 without Purchasing Director’s approval. This position also provides technical assistance to the individual community colleges with regards to purchasing. This position will serve as the Security Administrator for the NC e-Procurement System to set up and maintain user requests.

The person in this position must maintain a working knowledge of current laws, policies and procedures related to NC State procurement processes and procedures. This person must also have the ability to communicate the appropriate policies and procedures orally and in writing to system office staff, contractors, and vendors; the ability to analyze problems and make decisions based on the law and current policies and procedures.

This person will serve as a backup for ordering required materials for procurement and auxiliary services. The person in this position must be able to read and understand rules and regulations and to apply the information gained in the accomplishment of their daily task.

KNOWLEDGE/SKILLS/AND ABILITIES: Ability to communicate effectively both verbally and in writing; ability to interpret current general statues, policies, rules, and laws and the how to apply them to daily tasks. Must have proficiency with Microsoft Office products (i.e., Word and Excel). Must have general knowledge of the NC State procurement process, general statutes, and Administrative Code for both IT and Non-IT commodities and services.  

PREFERENCES: Experience in buying goods and commodities. Ability to maintain an effective working relationship with co-workers, experience in critical thinking and analytical skills.
