The North Carolina Community College System (System Office) is a statewide network of 58 public community colleges. The system enrolls over 500,000 students annually. It is the 3rd largest in the nation based on the number of colleges. It also provides data to the North Carolina Learning Object Repository by collecting, contributing, and sharing digital learning resources for use in traditional or distance learning environments. NC Community Colleges System Office has an opening for an Associate Vice President, College and Career Readiness in the Programs and Student Services Division. The recruitment salary: $122,300.
The Programs and Student Services Division provides leadership, assistance, and consultation to the 58 community colleges in the areas of academic programs, adult basic education, workforce development, continuing education, student success initiatives, financial aid, national post-secondary education policy research, institutional research, and performance management. Staff within the Division develop and administer state-level policies and strategies to improve student access, enhance program quality, and increase student success. In addition, the staff engages college faculty and administrators to develop, field test, evaluate, and disseminate best practices that support student success.
DESCRIPTION OF WORK: The primary purpose of this position is to provide leadership, monitoring, policy development, for adult education and High School Equivalency office. This position serves as the state’s chief administrator of the College and Career Readiness program and administrates the Adult Education and Family Literacy Act, Title II of the Workforce Innovation and Opportunity Act.
•Leadership:
Consult and advise the System Office and local training providers (community colleges and community-based organizations) on matters related to the federal Workforce Innovation and Opportunity Act (WIOA), Title II- Adult Education and Family Literacy Act (AEFLA) that promote effectiveness and efficiency of program operations, reliability for federal/state reporting requirements, and compliance with EDGAR and state laws and NCCCS code. Manage High School Equivalency office and contracts associated with this office.
•Strategic Planning:
Participate in the development of North Carolina’s WIOA Unified State Plan
Conduct strategic planning meetings to include data on regional workforce demands, student demographic profiles to develop instructional delivery/program standards to meet requirements of WIOA.
•WIOA State Administration:
Oversee the competitive RFP process for allocating Title II funds including developing the templates and operational process for the allocation of funds and allocation formula for funds WIOA, funds 231, 225, 243.
Oversee the monitoring per EDGAR of Title II providers.
•WIOA State Leadership Activities:
Develop annual plan to implement WIAO State Leadership activities. Plan Conduct and/or coordinate statewide, regional, and local staff development training activities focused on program operations, program analysis, statistical data analysis, and compliance of federal and state laws. Develop and disseminate training materials for colleges to use when conducting their local staff development activities.
•Performance Measures:
Negotiate Title II performance measures and establish policy and procedures for ensuring Title ll providers meet NC performance targets to ensure that a student’s successful completion equates to a competitive position in the workforce or in the attainment of higher educational goals.
•Policy Development:
Analyze and interpret federal, state, and community college laws that impact adult education training programs.
•Internal/External Collaborations:
Maintain networking relationships with a wide array of groups such as senior-level program administrators, advocacy groups, state and federal agency leaders, political leaders, and employers.
Workforce Development:
•Innovative Practices: Develop and implement innovative practices and reforms that transform training programs, strengthen instructional delivery, expand course offerings, streamline processes for local colleges, and develop strategic partnerships.
•Research: Conduct research projects and compile comprehensive program analysis reports that highlight enrollment, FTE, local workforce trends, summary of findings to include program strengths and areas of concern, and final recommendations in five areas: program development, course development, student development, administration, and workforce development participation. System Office Administration:
•Supervise a team of staff assigned to the unit.
•Hire, train, and evaluate staff.
•Schedule and participate in regular staff meetings.
•Represent the College and Career Readiness Section in Programs and Student Services Division and NCCCS and college activities, contributing as a team member engaged with other departments within the System Office
Perform administrative functions that include supervising staff, overseeing budgets/financial reports, and creating program-specific Standard Operations Procedures (SOPs).
KNOWLEDGE/SKILLS/AND ABILITIES:
- Ability to lead and partner on complex projects that impact programs within College and Career Readiness areas.
- Thorough knowledge of the ADVANSYS technology system.
- Thorough knowledge of EDGAR and state regulations to manage Adult Education with an emphasis on guidance for requirements of WIOA, Title II Adult Education and Family Literacy Act.
- Thorough knowledge of Adult Basic Education, Adult High School and Adult High School Equivalency and English Language Acquisition and Integrated Education and Training.
- Thorough knowledge of educational trends, developments, and instructional techniques.
- Ability to plan, organize, and implement a statewide plan to meet Title II requirements operating in agencies funded by Title II.
- Ability to establish effective working relationships with workforce partners and community colleges, and other training providers.
- Thorough knowledge of digital equity and strategies for improving access to devices, skill training and digital connection.
- Ability to use data to inform strategic planning.
- Ability to lead large-scale technology-based projects focused on efficiency and effectiveness of program operations.
PREFERENCES: Five or more years working with North Carolina community college experience or a related workforce/economic development agency.
