Minimum Qualifications

Bachelor’s degree in accounting, or a degree in business administration, finance or public administration or a related discipline from an appropriately accredited institution with 18 semester hours of accounting coursework; and two years of accounting/auditing experience in the preparation of interpretive or analytical accounting/ financial statements and reports; or equivalent combination of education and experience.

Position Description

The Systems Accountant position for the Division of Business & Finance assists in the development of procedures, methods, and software used by the 58 community colleges and the System Office Finance & Operations Division staff.

Responsibilities include supporting the 58 colleges and leading the System Office’s Foreign National Tax Compliance Program, maintaining the compliance software, working independently to research related laws and regulations, developing policies and procedures, and documenting and training System Office and college staff on best practices.  This position also assists the section director with researching GASB statements and tax regulations to maintain the proper performance of the financial reporting functions of the Colleague accounting system, as well as to train and offer guidance to the 58 community colleges.

The Systems Accountant supports users of the College Budget and Accounting System (CBAS) by offering technical assistance to System Office and college staff, recommending improvements to the internal system function and reporting, and assisting with process design, documentation, and training.  This position serves as the Core Banking System Administrator for the colleges’ state disbursing, depository, and the System Office accounts; maintains and supports the enhancement of the College Accounting and Operations information on the internet.  The person in this position serves as a backup for processing System Office accounts payable checks and e-payments via NCAS weekly and supports the design, administration, receipt and analysis of various ad hoc surveys as needed.

Duties also involve special projects that include system, process, and procedure improvement activities to effect system initiatives, achieve section goals, address business needs, simplify and streamline workflows, and enhance compliance with federal and state law, state budget and management rules, State Board Code, and Finance and Operations policies.

Other tasks include participating in various meetings, workshops, conferences and committees with and for college personnel, system office staff, and representatives from other state agencies, and assisting in business officer and state aid staff training sessions on a variety of relevant topics as assigned.  This involves making presentations and accepting speaking engagements several times per year.

KNOWLEDGE/SKILLS/AND ABILITIES:

  • Thorough knowledge of accounting principles and practices and governmental accounting methods.
  • Ability to interpret and apply complex Federal and State fiscal regulations.
  • Ability to use accounting judgment and theory to a wide variety of situations that are not covered by regulations or precedent using thorough research and analysis skills.
  • Ability to develop complex accounting worksheets and reports using advanced skills in Excel, Word and PowerPoint applications.
  • Ability to understand and interpret user documentation and can instruct others in software applications.
  • Ability to communicate giving oral presentations and in writing concise, comprehensive and accurate information with ability to interact and work with a wide range of other personnel.

PREFERENCES: Preference will be given to candidates with a Master’s in Business Administration or a Masters in Accounting; and/or prior experience with foreign nationals’ tax compliance, particularly OSC’s Foreign National Program; and/or prior experience with the Colleague accounting system; and/or experience with financial statement preparation or audit; and/or extensive prior experience with system user requirements, the software life cycle, and user testing.
