Minimum Qualifications

Associate’s Degree in Accounting from an appropriately accredited institution and one year of experience; or High school diploma or General Educational Development (GED) diploma and two years of experience in accounting work; or an equivalent combination of training and experience.

Position Description

This position will assist with the administration of the Connect NC Bond program and other appropriated capital funding with the NC Community College System Office. The position will work as part of the Capital Finance & Planning team to provide management of appropriated funds for facility construction and renovation at 58 community colleges. As part of this team, the position serves as Capital Projects Reimbursement Technician for the NC Community College System Office. The primary responsibilities include, but are not limited to, providing accounting services in the review, auditing, and processing of construction reimbursement requests for capital improvement funds appropriated to the State Board of Community Colleges by the General Assembly and the Connect NC Bond funds. Position will provide technical assistance to the 58 community colleges in the preparation of reimbursement requests, financial reports, and project close out documentation. Position will make IBIS entries [Integrated Budget Information System] to request allotments and prepare journal entries for the processing of payments in NCAS [North Carolina Accounting System]. Position will track activity in status spreadsheets and prepare and update monthly budget and expenditure tracking spreadsheets. Month-end balancing reports and reconciliations from CMCS [Cash Management Control System] and NCAS will be performed. Journal entries to support State Board authorized actions will also be prepared. General office duties (filing, etc.) are also required.

KNOWLEDGE/SKILLS/AND ABILITIES: Ability to work both independently and within a team of professionals to provide support to 58 community colleges regarding facility construction and renovation. Ability to interpret General Statutes, Administrative Code, and Guidance Manuals regarding the capital improvement process. Ability to prepare written and/or technical documents providing guidance in the preparation of reimbursement requests. The position must possess expertise in the computerized financial applications of the state of North Carolina, and the Microsoft suite of products. Expertise in Excel spreadsheets is particularly critical. Position must have the ability to consult with colleges in the audit of reimbursement requests and preparation of budget requests for State Board approval. Ability to communicate clearly both verbally and in writing to resolve reimbursement request issues with colleges. Position must be able to problem solve issues collaboratively with colleges. Ability to manage time and prioritize tasks to meet deadlines. Ability to collaborate and work with the team to accomplish all departmental goals.

PREFERENCES: Current work experience within a NC State Government agency and/or NC Community College in reviewing and auditing accounting documents related to facility construction. Current work experience using NCAS, IBIS, and Interscope project management systems. Advanced knowledge and experience in MS Office Suite products.
