Minimum Qualifications

Associate’s Degree in Accounting from an appropriately accredited institution and two years of experience in accounting; or High school diploma or General Educational Development (GED) diploma and three years of experience in accounting work; or an equivalent combination of training and experience.

Position Description

~ANTICIPATED VACANCY~
This position is responsible for working collaboratively with the Director and other accounting staff within the State-Aid Unit, maintaining a comprehensive base of financial data, accounting policies and procedures and providing technical assistance to the 58 community colleges of North Carolina.

Duties include community college budget monitoring, troubleshooting, reconciling and reporting expenditure and revenue general ledger activity, completion of bank reconciliations and daily posting of college revenue receipts in the North Carolina Financial System. Interprets and communicates applicable federal and state rules, regulations and guidelines to the 58 community colleges and community-based organizations (CBO) fiscal personnel.  Serves as a backup to the Accountant II.

In collaboration with the State-Aid unit, this position ensures that the 58 community colleges submit monthly financial reports in a timely manner, verifies the accuracy of the reports and reconciles state bank accounts with the Office of the State Treasurer.

KNOWLEDGE, SKILLS, AND ABILITIES:

  • Considerable knowledge of accounting methods, procedures and accounting practices.
  • Ability to accurately compile, research and resolve accounting discrepancies and reconcile general ledger account data.
  • Ability to accurately prepare fiscal reports and analyze financial statement data.
  • Ability to present financial information clearly and concisely in oral and written form.
  • Ability to maintain effective working relationships with representatives of college business office and state agency staff.
  • Ability to communicate effectively in oral and written form including the ability to use communication to advise college and community-based personnel.

PREFERENCES: Preference will be given to applicants with a thorough knowledge of community college general ledger activity, business processes, CBO experience, experience in governmental accounting and a general knowledge of computerized financial applications (more specifically the NC community colleges’ accounting system); and proficiency in Excel and Microsoft Word applications.  The person in this position must be able to work independently and under pressure.
