Position Description

Statement of Primary Purpose

The Assistant Comptroller serves a key leadership role in the financial services department.  Responsible for completion of reconciliations and financial reporting associated with the capital resources of the college, accounting associated with the college’s auxiliary services and provide key process oversight and compliance of financial processes while assisting the Comptroller in managing the College’s reporting function.  The position will manage the state asset equipment database and all reporting associated with the College’s fixed assets and on-going construction projects, play a significant role in financial statement reporting and in the administration of numerous College functions.


This position serves as primary back-up to the payroll accountant and performs various month end payroll processes and quarterly and annual reporting.

Essential Functions and Responsibilities

  • Oversee the financial activities of the College’s Capital Assets including, but not limited to reconciliation and preparation of construction reimbursement payment requests from the State, County and outside agencies.
  • Manages and administers the County budgets including reviewing and monitoring expenditures, preparing journal entries, and managing process controls.
  • Prepares and reconciles month-end State Equipment Report.  Update equipment report when items are sold, cannibalized, lost or stolen by updating the Fixed Asset record and necessary journal entries.  Prepare year-end summary of Fixed Asset additions, deletions, adjustments and depreciation realized.
  • Prepare monthly bank reconciliations of all college and college foundation bank accounts.
  • Manages the budget of the administrative and facility development division.
  • Maintain equipment inventory records and reconcile annually.
  • Insurance coordinator and risk manager for college vehicles to include point of contact of claims, coverage, and inspections.
  • Serves as the primary back-up to the payroll accountant; completes month end payroll processes (direct deposit transmission, all federal and state tax payments, and retirement payments); completes and submits quarterly and annual payroll reports (federal and state tax reporting, multiple worksite and Employment Security Commission reporting.
  • Provides leadership to the Internal Auditing function of the college and assists with reporting as needed (EAGLE).
  • P-Card Administrator
  • Monitor Institutional Fund Accounting
  • Works as a partner with the Comptroller and Grants Accountant in the management and administration of grants reporting and compliance.
  • Responsible for all accounting associated with the activities of the college’s auxiliary services (bookstore, food service, central supply, etc.).
  • Develops and tests control and processes with ancillary operations.
  • Management and administration of the College’s cash management function. Assists auditors during external audit by facilitating their requests for information and explaining internal policies/procedures.  In this position, the Assistant Comptroller is the key audit contact person in the absence of the CFO and Comptroller.
  • Works directly with the CFO and comptroller in developing the CAFR, MD&A and Financial Statement Reports.
  • Prepares daily journal entries for financial services.

Minimum Qualifications


Required:  BS/BA in Accounting OR BS/BA with 12 hours of accounting coursework

Preferred: Master’s in accounting or MBA.


Knowledge and Skills    

  • One to three years of professional accounting/auditing work.
  • Community College, university or fund-based accounting experience preferred.  
  • Proficient in the use of Microsoft Office Suite (Word, Excel, etc.) to produce accurate, professional documents using complicated formulas and other advanced functions.
  • Demonstrated ability to work independently.
  • Ability to analyze and interpret accounting data and communicate information in a clear and concise manner.


Physical Demands          

Requires periods of extended sitting, viewing of computer monitor and operation of keyboard. Occasional lifting of not more than 35 pounds.


Licensing Requirement

Valid NC Driver’s License

Preferred: Notary preferred (for submission of documents to the State). 

Preferred: CPA, CMA, or other related professional certification.


Working Conditions and Environment

General office setting.  Some training related travel possible.  Ability to work efficiently and effectively with poise under pressure and against deadlines.


Equipment Operation

Computers with office and accounting applications, copier.
