Minimum Qualifications
Four years of increasingly responsible experience in procurement, contract management, or business administration, or a related field including at least three years of supervisory experience; Bachelor’s degree from an accredited college or university with major course work in business or closely related field, or equivalent. Successful applicant will be required to complete the North Carolina Contract Manager (NCCM) certification within two years of date of hire or as soon as practical given scheduling constraints and course availability with the North Carolina Department of Administration – Division of Purchase and Contracts.

Position Description
Announcement Summary
To assist with the planning, organizing, and supervision of the College’s purchasing operation in an efficient and economical manner; to develop strategic sourcing capability; to administer the College’s procurement card function and miscellaneous special projects as assigned.
Duties
Duties may include, but are not limited to the following: oversee the College’s procurement card program including the implementation of pre-approval functionality and the gas card program; create and maintain process documentation for the purchasing office; maintain access rights in eProcurement and NCID; conduct eProcurement training sessions for FTCC employees; serve in a leadership capacity on miscellaneous special projects as needed in the Office of Business and Finance; recommend and assist in the creation of goals and objectives; implement policies and procedures; review and coordinate purchasing requests exceeding the College delegation made by College faculty and staff; interview and negotiate with vendors and other representatives regarding prices, trade discounts, and deliveries; prepare and solicit bids; compare costs and evaluate the quality and suitability of supplies, materials, and equipment; work with Purchase and Contract and/or ITS on requisitions that exceed the College’s delegation; serve as liaison between users and Purchase and Contract and/or ITS to answer questions and obtain bid resolution; complete timely and accurate reports as required by institutional and external offices; perform related duties as assigned.
