Bachelor’s degree in Business, Computer Science, Computer Information Systems, Computer Engineering, Data Science, Business Analytics, Math with a concentration in statistics, or Engineering, or a related curriculum from an appropriately accredited institution and 8-10 years of progressive experience in data science, business analytics, decision science, programming and information analysis including the design and maintenance of an integrated information management or data system; Associate degree in Information Systems, Computer Programming, Information Science, Data or Business Analytics and 12-15 years of progressive experience or an equivalent combination of education and experience.
Preferred Qualifications
A PhD Academic qualification or professional training and experience in legal and regulatory areas are also desirable, or other professional certifications.
Position Description

DESCRIPTION OF WORK: The North Carolina Community College System (NCCCS), Technology Solutions and Distance Learning Division is structured and tasked to develop, implement, and sustain high-quality, enterprise level IT products and services in support of the NC Community Colleges System Office and the 58 North Carolina Community Colleges as an Enterprise. The Chief Data Officer (CDO) is part of the Technology Solutions and Distance Learning Division structure and oversees the Data Warehouse team.
The Chief Data Officer (CDO) champions data program management and governance as a strategic discipline of the North Carolina Community College System. The CDO establishes this through technology, information management, and business process to deliver and support a data-driven enterprise.
The associated tasks include:
- Oversight of the Data Warehouse team
- Using technical expertise to manage data operations of the System Office
- Enabling System Office objectives through data operations and governance
- Establishing a data program that responds to future state ERP needs
- Champion enterprise Data Governance initiatives
The CDO is responsible to the CIO for aligning data policy and operations with relevant regulatory, legal and System mandates.
KNOWLEDGE/SKILLS/AND ABILITIES:
- Demonstrated excellence in navigating data initiatives across college ERP or other industry platforms.
- Ability to lead regulatory and compliance programs related to data and analytics assets.
- Act as the System Office representative to regulators and represent the enterprise in the development of higher education data and analytics standards.
- Capability to establish appropriate audit controls for data and analytics that serve as the source material for regulatory reports.
- Ensure that the data used for regulatory reporting and to support legal requirements is valid, reliable, traceable, timely, available, secure and consistent.
- Develop and maintain controls on data quality, interoperability and sources to effectively manage the corporate risk associated with the use of data and analytics.
- Collaborate with the Chief Information Security Officer (CISO) and General Counsel as required to create policies and controls for the appropriate protection of information assets.
- Organize and lead the Data Governance Committee (DGS) and provide executive sponsorship for and oversight of governance policy creation and compliance.
- Ensure robust process of converting federal, state and local reporting needs into data deliverables.
- Work with agency executives to establish the vision for managing data as a business asset.
- Develop methods to ensure consistent application and use of analytics.
- Establish the governance of data and algorithms used for analysis, analytical applications and automated decision making.
- Ability to work in a cross-matrix environment, with stakeholders across all levels of the enterprise.
- Coordinates short-term and long-term data architectural planning for projects across the agency.
- Demonstrated expertise in overseeing the architecting, design, and implementation of complex, large volume data warehouse management, information handling, and data transformation projects.
- Foster the creation of a data-driven culture, related competencies and data literacy across the enterprise.
- Broad experience in multiple competency areas of data and analytics delivery. Examples are data warehousing, business intelligence (BI), data governance, data architecture, data integration, data classification, data strategy, data quality management, data security and privacy, master data management, data standards, regulatory compliance and enterprise architecture frameworks.
- Maintains up-to-date understanding of technical issues in the field of Business/Enterprise level Application Development, Integration, and Architectures.
- Lead the development, publishing and maintenance of the organization’s information architecture, as well as a roadmap for its future development, ensuring that it matches and supports business needs.
- Coordinate with the CTO scan the horizon for emerging data management tools, skills, techniques and technologies. Ensure the timely introduction for sustainable technical architecture and to minimize duplication.
PREFERRENCES: Agile – Scrum (CSM), Lean Six Sigma; ITIL; PMP. Technical Preferences: Azure, AWS, Colleague Higher Ed experience, Boomi Integration. In-depth knowledge of Cloud database management platforms to include those used in Azure or AWS.
