Minimum Qualifications

A Master's degree in areas related to student development, higher education, military science or public administration

Five years of experience providing oversight to compliance-driven programs

Five years of progressive supervisory and leadership experience

Knowledge, Skills & Abilities:

Understands the dynamics of working with active duty military members, veterans, and their family members; and special populations in a higher education environment

Excellent managerial and organizational skills

Ability to understand auditing processes and procedures conducted by state and federal agencies

Ability to interpret federal, state and local laws, policies and regulations related to veterans

Ability to ensure records accuracy and meet day-to-day deadlines consistently

Ability to act with diplomacy in a spirit of collaboration across college constituencies

Demonstrates imagination and creative thinking in generating ideas

Preferred Qualifications

Five years of experience in a North Carolina community college

Experience administering VA educational benefits or managing VA educational benefits program

Position Description

This position is responsible for overseeing the daily operations of the following divisions:  Military and Veteran Programs, Student Impact and Engagement; and Student Success

Responsibilities and Duties (*Essential Functions):To perform this job successfully, an individual must be able to perform the essential job functions satisfactorily. *Serves as the College's official representative for military and veteran initiatives with local, state, and national agencies
 
*Oversees daily operations of the following divisions:  Military and Veteran Programs, Student Impact and Engagement; and Student Success
 
*Collaborate with other units of the college to provide outreach to under-served markets.
 
*Provide guidance to other units of the college on best practices for helping special populations to persist and thrive
 
Oversees, manages, and maintains divisions' operating budgets
 
*Provides direction, support, and metrics for the sustainability of a Military and Veterans Resource Center for active duty military, veterans, and their family members enrolled in the College
 
*Provides direction, support, and metrics for the establishment and sustainability of a Student Engagement and Impact Center to assist all students, but particularly students identified as at-risk
 
*Provides direction, support, and measures for the sustainability of the Veterans Services Department responsible for helping veterans qualify for their Veterans Affairs (VA) GI Bill education benefits
 
Collaborates with various constituencies within the College that are serving veterans and special populations to include, Curriculum Education Services, Workforce Continuing Education, Communications and Marketing, and IT Services
 
Oversees local and federal grant opportunities for divisions
 
Collaborates with local constituents sensitive to needs of military and veteran; and special populations
 
Establishes partnerships with local veteran and non-veteran agencies, and veteran-owned businesses to gain education and non-education support for veterans and their family members
 
Supervises, motivates, and evaluates divisional personnel including the Dean for Veterans Programs, the Manager for Veterans Affairs and Educational Services, Dean of Student Engagement and Impact, and Director of Student Success
 
Approves local and out-of-state travel requests and travel reimbursement forms
 
Ensures policies and procedures are adhered to when utilizing state and federal funds to provide support to active duty military and veteran students
 
Approves college catalog curriculum education programs for VA state approval for veterans to utilize their VA GI Bill education benefits
 
Advocates and provides support for the creation of certificate, diploma, and degree programs that would provide credit for military training and experience, to shorten the time it takes veterans and active duty military members transitioning to the civilian workforce, to reach their educational goals
 
Completes an annual applied benchmark project on an individual or group basis
