  • Maintaining appropriate level of confidentiality in this role is required.
  • Proficient in HRIS and ATS systems

Position Description

The Benefits and Compensation Analyst provides professional support in various functions of human resources at CFCC. The Benefits & Compensation Analyst is responsible for the following HR functional areas: Benefits & Leave Administration and Compensation Analysis.   This position provides subject matter expertise in: benefits, project management, compliance, policy & procedure development, communications, researching and compiling data/reports and compensation. In addition, this position maintains high standards for HR customer service and provides support for the accuracy and maintenance of data in various HR systems.

Duties & Responsibilities (Essential Functions)

Primary Responsibilities: 
Compensation Functions: 

  • Evaluate new and existing positions by investigating and analyzing position duties and responsibilities to determine appropriate classification and salary levels; conduct job analysis (desk audits) as necessary;
    • Evaluates and maintains salary equity during the hiring and fiscal year review processes.
    • Assist with the development occupational qualifications and job leveling matrices;
    • Ensures compliance with applicable laws, rules, and regulations
  • Manage and coordinate the design, administration and reporting of online and hard copy surveys;
    • Gather and compile market data on compensation, benefits, and performance management practices for all positions utilizing market data, salary survey information from national, regional, and local sources;
    • Conduct wage, salary and surveys, analyze the data and assist with the development of market price compensation levels to establish the fair market value of jobs;
  • Update job descriptions and levels for all positions and ensure accuracy; 
  • Utilize published surveys to obtain and analyze market pay rates, make recommendations on appropriate pay grade level, review recommendations within CFCC context for internal equity and prepare reports on findings and handle administrative steps to formalize recommendations;
  • Create presentation ready compensation reports for review and final approval using Excel, PowerPoint and other reporting software applications as needed;
  • Develop and document procedures to streamline processes and ensure compliance with regulatory requirements.
  • Responsible for the management of intermediate to small-sized projects that have a moderate impact on the organization;
    • Provide analytical support and data analysis on projects and human resources metrics;
    • Assists in the rollout and implementation of HR programs.
    • Consults with customers and business partners on projects.

Benefits Administration:

  • Administers benefits programs. 
  • Processes changes to employee benefits, reconciles billing for employee benefits, communicates with vendors and employees regarding benefits.
  • Interprets – terminology, policies, procedures and rules governing employee benefits and compensation; provide guidance in completing required enrollment and verification forms.
  • Organize annual optional benefits open-enrollment through inter-departmental coordination.
  • Administers FMLA.
  • Administers the Shared Leave Program.
  • Adds FMLA or STD into TimeClock Plus.
  • Assists with state wide reports (ex. IPEDS and Staff Information).
  • Maintain and update employee status forms
  • Tracks and identifies ACA eligibility; process ACA 1094 and 1095 forms. 
  • Coordinates benefits and health fair.
  • Process unemployment benefits.
  • Processes wage/employment verifications
  • Processes retirement and disability paperwork. Conducts retirement consult meetings with employees and exit interviews with separating employees.
  • Maintains benefits files and records.
  • Maintains and files employee correspondence and other records.
  • Serves on various committees as requested.
  • Acts in an official capacity as a “Health Benefit Representative” (HBR for the NC State Health Plan
  • Maintain relationships with the benefit broker(s) of record and ensure online benefit enrollment systems are working effectively with the Payroll/ERP system.
  • Collaborate with other NC Community Colleges to learn best practices

 
Other Responsibilities: 

  • Serves as a back-up to the Senior HR specialist / HR Director
  • Back up for TimeClock Administrator.
  • Worker’s Compensation primary Administrator.
