Bachelor’s degree in accounting, business, finance or other discipline related to the area of assignment from an appropriately accredited institution and two years of progressive related experience, one years of which should be in a supervisory role, or an equivalent combination of training and experience.

Position Description

~ANTICIPATED VACANCY~

This position works as part of the Capital Finance & Planning team to provide management and administration of the $350 million appropriated through the Connect NC Bond, as well as other state appropriated funds, for facility construction and renovation at North Carolina’s 58 community colleges. As part of this team, this position will review correspondence, construction and related documents between the colleges, the State Construction Office, the architects and other regulatory agencies, and when a problem is detected or foreseen, work on a resolution to the problem. This position is the Interscope system administrator for the Community College System and will create and amend the authorizations, programs and projects in Interscope+ for approved projects. This position provides training to all 58 community college’s staff on the use of this system and will reconcile Interscope+ budget entries with System Office spreadsheets, BD725 and the Capital Improvement Data spreadsheet.  Provide technical assistance to the colleges with setting up, updating, closing out projects and HUB participation entries within the Interscope+ System.  Assist the Capital Projects Reimbursement Technicians who process the reimbursement requests for the capital improvement projects.

This position requires a working knowledge of numerous and complex laws, policies and procedures that must be adhered to in allocating and accounting for state capital improvement funds and accounting for the required non-state matching funds; designing, constructing, and inspecting a capital improvement project; and acquiring or disposing of real property. This position will collect data from colleges and produce agenda items for the State Board of Community Colleges. 

Provide assistance and guidance to the colleges’ presidents, chief business officials, and construction project coordinators regarding administrative/technical questions pertaining to policies, procedures and laws. 

This position will create and maintain various financial spreadsheets for historical data, spreadsheets that ensure that the total cost of a project is within the funds budgeted and allocated to that college; and there are adequate non-state matching funds for projects to be presented to the State Board for consideration and approval.

In the absence of the Director and Associate Director, represent him/her at pertinent meetings and respond promptly to requests for information.

KNOWLEDGE/SKILLS/AND ABILITIES:

  • Thorough knowledge of services, policies, and procedures related to a program or area of specialization;
  • Thorough knowledge of program information systems in order to communicate and process information;
  • Working knowledge of fiscal/budgetary theories and methodology;
  • Working knowledge of State policies;
  • Working knowledge of office procedures, organizational hierarchy and quality assurance to assure adherence to set procedures and guidelines;
  • Ability to develop written documents and reports and charter information to the sophistication of the audience;
  • Ability to manage routine to precedent setting issues;
  • Ability to provide strategic planning assistance to management.

PREFERENCES: Current work experience within a NC State Government agency and/or NC Community College in managing budgets and reimbursements for capital construction projects.  Working knowledge and experience with the Interscope+ System, with emphasis in North Carolina’s capital improvement processes.  Advanced knowledge and experience in Microsoft Office Suite products.
