Minimum Qualifications

High school diploma or GED.
Basic Law Enforcement Training (BLET) or equivalent, or be willing to attend and pass BLET certification within one year of hire.
Certified by the North Carolina Criminal Justice Education and Training Standards Commission as a police officer, or be able to be certified within one year of hire.
Knowledge of police radio 10-codes and phonetic alphabet.
Valid North Carolina Driver’s License.
Must be able to operate a computer and be trained in Microsoft Office Word, Outlook and Excel.
Must be CPR /AED certified or must be able to attain certification within 6 months of hire date.
Must have the ability to interact and maintain effective working relations with students, faculty, staff, visitors, and public emergency response agencies.
Must be able to exercise sound judgment in routine and emergency situations.
Must be able to communicate well, both orally and in writing.
Must be able to make sound, independent decisions.
Must be able to work as a team member.
Must have knowledge of community policing concepts.
Must be willing to work the day, evening or third shift as needed
Must be willing to work on any of the college’s four campus locations.

Preferred Qualifications

Experience working in the North Carolina Community College System.

Three years law enforcement experience.

Position Description

This employee is a certified police officer with the power of arrest who responds to students, faculty/staff and citizen calls for service on an assigned campus at Vance-Granville Community College, enforcing criminal and traffic laws and local ordinances and college rules, regulations and directives. This employee investigates and writes reports of incidents and conducts preliminary investigations of those incidents, investigates traffic accidents on campus, patrols campus buildings and grounds, enforces parking regulations, enforces towing regulations, locks and unlocks buildings, responds to medical emergencies, collects and secures evidence, testifies in court, and serves criminal papers. He/she also works with school and community policing programs in an effort to solve problems that generate crime and to identify and solve safety and security issues. This employee may work any shift on any campus and may be required to be on call when not on duty. Key elements of this job are trustworthiness, dependability and the ability to project a positive public image. This position reports directly to the Campus Police Sergeant.

Maintains a working knowledge of general law enforcement, including but not limited to the general enforcement of the criminal laws of the State of North Carolina, and specific Campus Police and Security Department procedures.

Enforces state laws and college regulations; issues uniform citations; makes arrests as necessary; testifies in court when needed.

Responds and investigates reports of criminal acts; completes all necessary forms submitted to local authorities and other agencies.

Processes evidence, confiscated and found property.

Works with school and community policing programs in an effort to solve problems that generate crime and to identify and solve safety and campus police and security issues.

Enforces applicable North Carolina laws (Felony, misdemeanor and infraction).

Provides first aid and basic life support for emergencies that occur on campus. Investigates vehicle or on-the-job accidents; completes proper reports.

Conducts routine campus police and security patrols of buildings and grounds.

Processes crime scenes for incidents on campus by performing various duties such as photographs, fingerprints, etc.

Conducts follow-up investigations by performing such duties as questioning suspects and witnesses, completing reports, issuing warrants, etc.

Performs various public service and crime prevention duties such as responding to information requests, talking with students about personal safety.

Utilizes a variety of reports and forms such as vehicle registration, accident reports, crime reports, time sheets, technical reports, security reports, etc.

Communicates and interacts with a variety of groups and individuals such as students, immediate supervisors, faculty, staff, campus police and security officers, law enforcement officials, technicians, etc.

Operates a variety of machinery and equipment such as police department vehicles, computer, two-way radio, cellular phones, service weapon, siren, etc.

Remains alert for the presence of unauthorized persons on VGCC campuses.

Performs periodic checks of emergency red phones to ensure proper functioning; reports malfunctions as required.

May provide safe and efficient transportation to college employees and/or visitors, as requested, using an institutional vehicle.

Patrols and monitors assigned parking areas to provide public security and assistance.

Performs routine campus police and security duties in accordance with established Campus Police Department and Security Department guidelines. Locks and unlocks rooms on campus grounds as directed by established Campus Police Department and Security Department guidelines.

Regularly patrols assigned areas to ensure VGCC students and personnel are in a secure environment.

Warns violators of rule infractions.

Enforces college student code of conduct and investigates incidents when necessary. Conducts interviews involving incidents that occur on campus and writes incident reports.

Issues parking citations for violations.

Maintains high visibility and assists staff, students and visitors on campus with information and/or directions to various buildings or other campus locations.

Maintains specialized training and certifications that are required for approved and issued equipment.

Notifies appropriate personnel of any facility/campus repairs needed or problems identified while on duty (e.g. lights burned out, systems down, plumbing leaks, etc.).

Makes proper notifications and takes appropriate actions if a safety issue is discovered or reported (e.g. unsafe stairs, falling concrete, broken windows, etc.).

Provides security and escort services for visitors, students, staff, and faculty, as necessary; provides other public assistance, such as lockout services, jump-starts, and routine information.

Serves as First Responder to all campus emergencies, closely following emergency procedures in accordance with established Police and Security Department guidelines. Coordinates emergencies through the college’s Campus Police Department and Security Department Dispatch Center. Assists by directing emergency vehicles and providing on-scene assistance as directed by qualified personnel.

Has knowledge of federal, state and local laws and ordinances.

Has thorough knowledge of college rules, regulations and policies and procedures.

Has thorough knowledge of departmental directives.

Has considerable knowledge of court procedures.

Has considerable knowledge of the college’s campuses.

Is skilled in the use of all law enforcement equipment.

Performs other duties as assigned.
