Minimum Qualifications

  • bachelor’s degree in a Computer Science related field is required,
  • minimum of five years in an IT leadership role with experience in information security systems administration, network routing and switching administration, systems administration, or systems analysis
  • must have expert knowledge of Transmission Control Protocol/Internet Protocol (TCP/IP), Ethernet, MS Windows, routing and switching, WIFI systems, firewall configuration and maintenance, configuration of network security systems, Unix, MS Azure, and PC hardware and software
  • five years’ of work experience in a supervisory position
  • must have strong communication, oral, and written skills
  • must have excellent leadership skills
  • ability to work without direct supervision
  • knowledge of principles and practices of budget preparation and administration
  • ability to strategically plan and manage resources
  • knowledge of pertinent federal, state, and local laws, codes, and regulations
  • ability to work effectively in a team environment
  • highly diverse technology experience with working knowledge of: hardware, software, networking, telecommunications, database operations, project management, learning management systems, website management, SharePoint, and electronic file management
  • an understanding of and commitment to open access community college philosophy, and diversity issues

Preferred Qualifications

  • master’s degree in the field is preferred
  • Certified Information Systems Security Professional, Cisco Certified Network Security Professional, or Global Information Assurance Certification preferred
  • previous experience working with a North Carolina community college is preferred

Position Description

The Chief Information Technology Officer (CITO) serves as the chief architect and designer of technology at the College. This position also serves as the technical lead and supervisor of the Institutional Technology (IT) staff, which oversees all campus technology needs including: electronic records management, student information systems, human resources information system, the helpdesk, telecommunications, networking services, educational technologies and the learning management system, information security, all campus hardware and technology equipment, software, and general institutional technology/information systems operations.  The CITO acts as an advisor on technology education programs and training in the academic area, and as the senior advisor on technology issues to the College President and Administration.

The CITO will utilize broad-based knowledge, experience, and leadership skills to lead Mitchell’s commitment to support and promote the College’s strategic use of technology to advance the academic mission, to enhance communication, and to streamline departmental and campus-wide processes.

Essential Duties and Responsibilities:

  • responsible for supervision of the:
    • Institutional Technology staff
    • PC and network support
    • Enterprise Resource Planning (ERP) system administration
    • email system administration
    • Windows network administration
    • internal and external web site administration
  • reviews all technology requisitions to insure technical feasibility and compatibility with existing systems
  • responsible for all aspects of computer and network security, usage, and maintenance at the college
  • provides for training to college staff, faculty and members of the IT department
  • provides leadership and vision for the IT department to create a culture of excellent customer service for all campus stakeholders
  • continually improves IT operations by systematically measuring performance towards accomplishment of departmental goals
  • develops, maintains, and communicates strong technology related policies and procedures
  • coordinates with safety and security office to maintain safety and functionality of campus security systems
  • serves as lead on Payment Card Industry (PCI) compliance and ensures integrity and security of all campus data and systems
  • manages the budget and financial aspects of the IT department
  • responsible for configuration and design of the College’s Cisco network infrastructure and Voice Over Internet Protocol (VoIP) phone system
  • responsible for the design and configuration of the College’s Cisco WIFI network system
  • responsible for design and configuration of security systems in use at the College to include: firewalls, Intrusion Protection Systems (IPS), vulnerability scanning and remediation, and managing relations with external security vendors
