Minimum Qualifications

  • A Master’s degree in Accounting, Business Administration, Public Administration, College Administration; or, in a related field. 
  • A minimum of five years of progressive responsibility in higher education.
  • Experience in financial resource oversight, development and management; facilities and grounds maintenance, assessment and management; and managing and motivating highly technical professionals is required.
  • Demonstrated success in leading people, managing change, facilities planning, measuring results, and effective budgeting in a complex work environment.
  • Ability to provide effective participatory leadership, with strong verbal, written, and presentation communication skills. 
  • Building an effective team of subordinates who work cooperatively among themselves and across college.

Preferred Qualifications

  • A Doctoral degree in Accounting, Business Administration, Public Administration, College Administration; or, in a related field. 
  • North Carolina Community College System experience.

Position Description

The Chief Operating Officer (COO) / Vice President of Administrative Services is the Chief Business Officer for the institution, serves at the pleasure of the President, and is responsible for all business affairs and plant management.  The COO / VP is responsible for providing day-to-day oversight for financial operations of the college, including budget administration and management of all state, county, institutional, and federal operational and capital funds The COO /VP will also provide oversight for such operational areas as information technology, campus police, and facilities and maintenance of the college. These responsibilities involve working closely with the President to ensure that the institution is managed in a fiscally responsible manner, according to and consistent with Chapter 115D of the General Statutes of North Carolina, The State Board Code, and the System’s Accounting Procedures Manual. 

The COO / Vice President of Administrative Services will perform all essential duties as follow:

  • Work closely with the President to accomplish the goals, objectives, and strategic plans which have been established in cooperation with the Board of Trustees.
  • Provide oversight of the Controller for financial, accounting, reporting and budget management systems that promote financial stability, in compliance with generally accepted accounting principles and federal and state regulations and guidelines, in order to maximize the efficient and effective use of the college’s resources.
  • Establish and execute a budget development process that is built on effective and responsive communications and results in an equitable spending plan for each division, reflecting all aspects of the college’s mission and strategic plan.
  • Provide oversight to and is responsible for all financial reporting, accounting, auditing, and procurement of services, supplies and equipment.
  • Maintain and adhere to a system of effective internal controls, compliant with the Office of State Controller and State Auditor.
  • Responsible for auxiliary services operations, including safety and security, campus police and food services.
  • As directed by the President, oversee and manage all aspects of the day-to-day operations of the college. This includes business and finance, administration, facilities, operations, contract negotiations and management, and legal compliance.
  • Coordinate action plans with other administrative units, grant managers and cognizant local, state, federal and philanthropic agencies to ensure fiscal responsibility for all grant reimbursements and required reporting.
  • Responsible for administering and managing funds appropriated by Columbus County for general administration, operations and maintenance, and capital projects.   
  • Serve as Capital Projects Coordinator (CPC) for campus capital improvement and construction projects.  
  • Develop and oversee the college’s annual Facilities Capital Assessment Plan (FCAP) and ten-year Strategic Facilities Master Plan.
  • Present monthly budget and financial revenue and expenditure status reports to the Board of Trustees. As directed by the Board and/or President, develop additional reports that reflect the financial position of the institutional across all funds.
  • Provide leadership and oversight for the College’s program of plant operation and maintenance, including custodial services, maintenance and repairs, landscaping and grounds maintenance.
  • Provide leadership and oversight for information technology (IT) support to ensure the college maintains appropriate, real-time administrative, instructional, student and communication technologies for college employees and students. This includes the College’s enterprise resource planning (ERP) system, connectivity, instructional technology, student support systems, third-party providers, and contractual IT relationships.
  • Work collaboratively with the President and Senior Leadership Team in the implementation of the College’s long and short-term planning objectives for successful operation of the college.
  • Develop a team that promotes innovation, accountability and excellence, consistent with the strategic priorities and goals, and that values collaborative efforts to meet and achieve them.
  • Ensure a physical environment that is clean, aesthetically pleasing, safe, and well-maintained, that is conducive to and supports successful learning processes.
  • Actively engage with other areas of the college to ensure an atmosphere of college-wide collaboration, collegiality, civility, espirit de corps and teamwork.
  • Provide flexible, responsive, high-quality customer service to all individuals and groups served, including students, community members, faculty and staff, and continuously assess processes and procedures accordingly.
  • Enhance and/or develop, implement and enforce policies and procedures that will improve the overall operation and effectiveness of the Administrative Services Division.
  • Monitor college weaknesses and threats as they relate to institutional risks. Develop and present to the President and Leadership Team management strategies that mitigate risks and maximize opportunities to strengthen operations.
  • Develop credibility for the Administrative Services Division by providing timely and accurate analysis in preparation of budgets and financial reports that will assist the Board of Trustees, President, and other Senior Managers in fulfilling their governance, fiduciary, and management responsibilities.
  • Serve on the President’s College Leadership Team.
  • Serve as Treasurer of the SCC Foundation.
  • Chair and assist committees and workgroups, as directed by the President, to accomplish their assigned plans, priorities, initiatives, goals, and objectives.
  • Ensure compliance and confidentiality with respect to all policies and procedures of the College, North Carolina Community College System, and applicable State and Federal laws.
