DESCRIPTION OF WORK: The mission of the North Carolina Community College System is to open the door to high-quality, accessible educational opportunities that minimize barriers to post-secondary education, maximize student success, develop a globally and multi-culturally competent workforce, and improve the lives and well-being of individuals by providing:
- Education, training and retraining for the workforce including basic skills and literacy education, occupational and pre-baccalaureate programs.
- Support for economic development through services to and in partnership with business and industry and in collaboration with the University of North Carolina System and private colleges and universities.
- Services to communities and individuals which improve the quality of life.
The NCCCS is comprised of 58 community colleges serving 100 North Carolina counties and supported by the System Office located in Raleigh, NC.
The Technology Solutions and Distance Learning Division supports this mission by providing technical support for the Enterprise Resource Planning systems configured to deliver educational services for community college students, staff, faculty, employers, and the System Office.
The primary purpose of this position is to provide State and NCCC System-wide leadership and management to administrative information system resources. Successful candidates for this position can lead and coordinate activities of project resources across the System’s 58 Colleges, partner agencies, and the System Office. The position coordinates college and System Office business staff to review, develop, refine, and design functional and technical system solutions capable of providing required higher education services at local, state, and national levels. This includes setting business goals, reviewing new and existing technology projects, and overseeing the design of functional and technical capabilities to provide system-wide educational requirements including: distance learning, integrated library services, educational learning object management, communications, active directory, cloud-based infrastructure, Software as a Service, core financials, human resource and payroll, financial aid, student information services, curriculum, and continuing ed/workforce development, high school equivalency and digital transcripts. This leadership position requires strong mentoring and coaching of direct and indirect reports.
KNOWLEDGE/SKILLS/AND ABILITIES:
- Lead functional and technical teams to define, design, configure, validate, implement, operate and maintain new and existing IT infrastructure, Enterprise Resource Planning, communication systems and applications;
- Strong leadership skills with demonstrated experience of leading composite teams of functional and technical staff to successfully deliver quality results;
- Understanding of local, state, national higher education technology trends to guide investment to maximize return on investment;
- Develop innovative strategies that drive reasonable and achievable functional and technical solutions
- Experience managing customers and vendors to develop solutions to complex problems;
- Experience working independently and managing responsibilities with minimal supervision;
- Demonstrated work delegation with appropriate monitor and controls to ensure progress and quality of work for deliverables;
- Demonstrated work experience in the development and management of technical documentation and presentation materials;
Excellent verbal and written communication skills.
PREFERENCES:
- Experience working in higher education and government workspace;
- Experience with process design software;
- Project management, executive leadership, and/or Agile professional certifications;
- Ability to understand application requirements and translate into technical solutions in alignment with existing policy and the ability to draft new policy proposals when necessary.
