Minimum Qualifications

Minimum master’s degree in health or education from a regionally accredited college or university; healthcare provider credential in at least one of the supervised areas within the health sciences division. Minimum of five years of supervisory experience in an educational setting; supervisory experience in a community college preferred. Experience working as a healthcare provider and teaching in a health sciences discipline required.

Physical Requirements:   Requires the ability to operate a variety of types of office, instructional, and medical equipment including computer, copier, calculator, audio-visual equipment, etc. Requires the ability to exert up to twenty five pounds of force occasionally and/or a negligible amount of force frequently and to frequently lift, carry, push, pull, or otherwise move objects. Physical demands are in excess of sedentary work. Requires the ability to walk, stand, stoop, reach, crouch, kneel, finger, grasp, etc. for extended periods of time.  Must be able to lift and/or carry weights of approximately thirty pounds.  Requires the ability to perceive attributes of objects such as size, shape, temperature, or texture by means of receptors in skin, particularly those of the fingertips.

Data Conception:   Requires the ability to compare and/or judge the readily observable functional, structural, or compositional characteristics (whether similar to or divergent from obvious standards) of data, people, or things.

Interpersonal Communication:   Requires the ability of speaking and/or signaling people to convey or exchange information, including the giving and receiving of instructions, assignments, or directions.

Language Ability:   Requires the ability to read a variety of electronic and hard-copy documents, reports, and forms such as manuals, student handbook and catalog, various texts, etc.  Requires the ability to prepare various documents and reports such as lesson plans, grade/evaluation reports, attendance reports, book orders, budgets, assessment plans, etc., using the proper format, punctuation, spelling and grammar.  Requires the ability to communicate with others with poise, voice control, and confidence.  Requires the ability to be conversant in the theory, principles, and methods of effective and persuasive speaking, voice and diction, phonetics, and discussion and debate.

Intelligence:   Requires the ability to apply principles of logical or scientific thinking to a wide range of intellectual and practical problems, deal with nonverbal symbolism in its most difficult phases, deal with a variety of abstract and concrete variables, and comprehend the most abstruse classes of concepts. 

Attention: Requires the ability to demonstrate good selective, sustained, alternating, and divided attention when interacting with others.

Verbal Aptitude:   Requires the ability to record and deliver information, explain procedures, and follow verbal and written instructions. 

Numerical Aptitude:   Requires the ability to utilize mathematical formulas to add, subtract, multiply, and divide; determine percentages and decimals; determine time and weight; apply algebraic principles; and utilize descriptive statistics.

Form/Spatial Aptitude:  Requires the ability to inspect items for proper length, width and shape.

Motor Coordination:   Requires the ability to coordinate hands and eyes rapidly and accurately when utilizing a variety of equipment including automated office equipment, instructional equipment, medical equipment, etc. 

Manual Dexterity:   Requires the ability to handle a variety of items including office equipment, medical equipment, control knobs, switches, etc.  Must have high levels of eye/hand/foot coordination.

Visual Acuity: Requires the ability to have close visual acuity to perform activities such as preparing and analyzing data and figures, viewing a computer terminal, expansive reading, visual inspection involving small defects, small parts and/or operation of equipment, using measurement devices, etc.

Color Discrimination:   Requires the ability to differentiate colors and shades of color.

Interpersonal Temperament:   Requires the ability to deal with people beyond giving and receiving instructions.   Must be adaptable to performing under high stress when confronted with an emergency.

Physical Communication:  Requires the ability to talk and hear (talking - expressing or exchanging ideas by means of spoken words; hearing - perceiving nature of sounds by ear).

 

Position Description

Under limited supervision, the Dean of Health Sciences provides leadership to the Health Sciences Division; is responsible for the overall management of curriculum and continuing education programs and fostering a collaborative environment to facilitate program and student success. The Dean is also responsible for supporting the college mission, implementing college polices, and assuring compliance with all applicable educational codes, accreditation standards, and state and federal laws. Reports to the Vice President for Academic Affairs.

Academic and Business Operations:

Maintains congruency between the college mission and all division activities.

Provides leadership in developing, implementing, and maintaining curriculum and continuing education offerings and programs that respond to community needs, prepare students for success, and meet the requirements of SACS, NCCCS, applicable specialized accrediting agencies, and other appropriate external agencies and are consistent with the expectations of college leadership, the Board of Trustees, the public, and external constituencies.

Provides leadership and advocacy in the planning, implementing, assessing, and ongoing improvement of all health sciences curricula, courses, and programs; focuses on the design and improvement of educational experiences to enhance student learning and program excellence.

Plans, executes, and evaluates annual division goals and strategic plans, outcomes, and related activities based on the needs of the programs, division, and college.

Maintains a strong record of assessment by disseminating and using data in decision making.

Establishes and administers division policies and procedures; provides leadership in developing and administering program policies and procedures, including but not limited to, those related to program admission, progression, graduation, clinical placement, grading and evaluation, and student conduct. 

Maintains effective communications within the division through regular meetings with faculty and staff, and by means of written communications, utilization of committees, and/or other group management strategies.

Supports the functions of Academic Affairs; maintains communication and collaborates with other administrators, faculty, and staff across the college to advance academic priorities.

Responds to the needs of department chairs and programs directors; supports faculty in teaching, professional development, and service.

Develops and maintains productive relationships with businesses, industries, medical facilities, and other organizations in the community which are pertinent to the programs and prospective graduates and with which the college may hold contracts, other agreements, or arrangements; maintains productive relationships with representatives from other educational institutions and the public school system.

Ensures contracts and agreements pertinent to health sciences are current and provisions are met.

Recommends, implements, and enforces academic policies and procedures, administrative rules and regulations, and other controls intended to maintain order and the highest standards of instruction.

Provides leadership in addressing and resolving student complaints and appeals, faculty complaints and grievances, and other student, faculty, and staff disputes.

Prepares and submits complete, correct, and timely reports, as required.

Personnel Management: 

Ensures all faculty and staff are appropriately qualified.

Assigns, supervises, and evaluates faculty and staff.

Ensures that individual faculty schedules are developed and fulfilled within the programs, including adequate provisions for teaching loads, office hours, student advisement, registration, committee work, and other instructional activities.

Provides for the professional development needs of faculty and staff.

Maintains and updates current job descriptions for faculty and staff; updates personnel information in human resources for faculty and staff as needed.

Oversees faculty and staff recruitment and retention; facilitates faculty and staff searches; recommends the appointment of faculty and staff.

Ensures orientation and mentoring is provided to new faculty and staff.

Oversees preparation and processing of contracts for adjunct faculty and time sheets for part-time staff.

Supervises, processes, and maintains records of leave requests, absentee reports, and related documentation for faculty and staff.

Financial Management: 

Provides efficient management of resources; identifies, prioritizes, and recommends resource needs for the division; assists in the inventory and physical security of resources.

Prepares and administers the division and special budgets effectively and efficiently; approves expenditures and regularly monitors status of expenditures.

Follows state and college purchasing policies and procedures.

Participates in securing external funding to enhance academic opportunities and financial support for students; ensures funding guidelines are followed and appropriate documentation is completed and submitted as required.

Other Duties

Teaches a minimum of one class per academic year.

Participates in student recruitment, advising, and registration.

Enforces academic policy and procedures at all times; complies with all institutional rules and regulations pertinent to classroom, laboratory, and/or clinical instruction and general employment.

Attends the workplace regularly, reports to work punctually, and maintains a weekly work schedule sufficient to ensure proper supervision of division and departmental activities, fulfill all contracted duties and individual professional obligations, and meet the needs of the programs, division, and college.

Maintains complete office and student records as needed; processes and/or submits reports, forms, schedules, and all other required paper and electronic documentation in a timely, efficient manner, checking for the accuracy, correctness, and completeness of all data.

Represents the program, division, and college in institutional assignments, community affairs, and professional activities; upholds such involvement among faculty.

Participates in program, divisional, and institutional meetings, committees, and other announced activities.

Fulfills committee assignments and other special appointments within the college and community, and otherwise, gives appropriate support to college endeavors.

Attends in-service training and other professional development opportunities, including attendance at off-campus activities, as feasible, to stay current with developments in the field of instruction and strengthen leadership and management skills.

Keeps all sensitive information protected and strictly confidential; maintains confidentiality in accordance with college, FERPA, and HIPAA requirements.

Maintains proper communication and supportive relationships at all times with all work units of the division, college, and designated clinical agencies, providing assistance to them in carrying out their respective functions and securing their cooperation for the division operations.

Completes duties and responsibilities in compliance with college standards, policies, and procedures.

Assumes other necessary responsibilities and performs additional tasks as assigned in meeting the needs of the program, division, and college.

Upholds the principles of professionalism and displays a professional image and good character at all times.

Normal Working Hours:  A minimum of a 40-hour work week is required as determined with the supervisor to allow the employee to fulfill the assigned duties and responsibilities, which may include occasional evening and/or weekend hours.
