Minimum Qualifications
- Master’s degree in Education, Public Administration, Counseling or related field from a regionally accredited institution
- Two years of experience in adult education
- Two years of experience working in a student services area or related area
Preferred Qualifications
- Five years community college/university student services experience
- Five years experience in the various areas of student development, career and academic advising, student counseling and veteran affairs.
- Administrative experience in an educational setting to include supervision of personnel.
- Experience utilizing available informal and formal processes for resolving disputes and facilitating conflict resolution.
- Experience with student discipline.
- Three years of successful administrative experience in management and leadership
Position Description
To plan, organize, supervise, and career, advising, registration, admission, retention, and student services to include career and academic planning, student counseling services, financial aid, student records and athletics. Provides oversight to NCWorks within the Student Services Division. Ensures that the curriculum, workforce development and continuing education records and data comply with the College and NCCCS standards, policies, and procedures; to review enrollment data and trends and recommend corrective actions to improve enrollment. Responsibility includes overseeing student success and retention efforts, coordinating and recruitment and retention efforts, mentorship of new personnel, evaluation of personnel, leadership in student success and career development, outreach efforts and coordination with program deans. Provides highly responsible staff assistance to the Executive Vice President/Chief Academic Officer. The Dean of Student Services performs the following functions:
Essential Duties:
- Provides supervision of the admissions counselors in implementing duties to include all career, transfer, advisement, registration, retention, and personal counseling within the counseling/admissions office.
- Provides supervision for Disabilities Services and assures accommodations meet federal standards for ADA.
- Provide admissions services for all new students to include: career exploration and inventories, placement assessment, assessment interpretation, explanation of majors and program information for curriculum, workforce development and continuing education, assignment of advisors and explanation of Graduation Plans for both curriculum, workforce development and continuing education students.
- Plans, directs, and participates in activities related to outreach, recruitment, high school programs, job placement, registration, testing and student records. Works closely with all college constituencies in efforts to enhance student services in the assigned departments and functional areas.
- Provides oversight for student’s engagement, student life, clubs, and student organizations on campus.
- Provides oversight to the NCWorks Career Center, a grant funded program within the Student Services Division.
- Manages student discipline and responds to student complaints. Administers the Student Code of Conduct; determines appropriate disciplinary actions and sanctions for student who violate the Code.
- Provides supervision for outreach and orientation activities for the College.
- Works within institutional policy/procedures/guidelines to facilitate the completion of administrative tasks. Recommends updates to policies and procedures as needed to maintain due process for students, provide consistency in administration, and limits liability risk for the college.
- Makes annual budget recommendations to the Executive Vice President. Provides effective management of the College fiscal resources including fiscal responsibility for assigned budgets and overall supervisory authority for the budget process in the division.
- Fosters a working environment that encourages creativity, open dialogue and shared leadership. Implements an effective system for assessment of operations and goals to include processes for feedback and improvement.
- Works with public schools, universities, and SCC faculty and staff to create and implement articulation agreements.
- Facilitates advisement, recruitment, retention, public information, and communication programs for the college in collaboration with the Director of Marketing and Outreach.
- Utilizes Colleague and Destiny II information management systems to accomplish assigned duties.
- Analyzes student information/data to contribute to the college’s enrollment management initiatives and ensure the most effective and efficient use of Student Services resources.
- Chairs the Enrollment Management / Student Success Committee, which assists in developing and implementing student success initiatives.
- Assure policies and procedures are in compliance with all state and federal regulations.
- Provides interpretation and monitors processes to ensure compliance with state and federal laws and regulations including, but not limited to FERPA, ADA and North Carolina Residence Classification policies.
- Partner with the Human Resource Director and Title IX Coordinator for compliance and serves as the Title IX Deputy.
- Administer Veteran Affairs to include assisting veterans with utilizing their benefits in pursuit of a degree, establishing Veteran support services for veterans at SCC, and organizing outreach efforts for Veterans.
- Maintains regular, professional communications within the college and affiliated business and industry contacts. Is actively involved in community events and visible in the community.
- Commitment to the community college “open door” philosophy.
- Willingness to complete other tasks as may be required for the success of the division and institution.
- Performs other duties as directed by Executive Vice President.
Personnel Management
- Recruits, selects, and orients part-time staff in assigned areas.
- Leads and supervises staff in assigned departments to ensure deadlines and state and federal reporting requirements are met.
- Ensures new full-time staff are assigned and participate in the college’s mentorship program.
- Arranges attendance of staff at recruiting, fundraising and over events on behalf of SCC.
- Recommends professional development opportunities for both full and part-time staff.
- Conducts annual performance evaluation for staff personnel as directed by the Executive Vice President.
- Manage any conflict within division or College; striving to find an amicable resolution.
Budget Management
- Manages departmental budgets as determined by the Executive Vice President/Chief Academic Officer by regularly monitoring the status of expenditures and implementing inventory control methods.
- Recommends departmental needs for personnel, equipment, supplies, facilities, software, and other resources during the annual planning process.
Services to Students
- Advises students in the areas of career and academic planning and learning support.
- Serves as a source for career and program counseling if needed.
- Maintains regular, appropriate, professional communication with students.
- Responds to student concerns and grievances and serves in the student appeal process.
- Leads the recruitment and retention efforts of the College.
- Advocates and provides motivation for students.
Other Duties Specific to the Position
- Remains current in state and federal regulation requirements through professional development activities offered by the College and other opportunities including but not limited to: off-campus activities, webinars, conference, etc., as approved.
- Works with the Executive Vice President/Chief Academic Officer to ensure compliance with external regulatory agencies and due process requirements for students.
- Acts as communication liaison between Executive Vice President and faculty/staff.
- Participates in discipline, departmental, divisional, and institutional meetings and other cocurricular activities of the College.
- Enhances communication with area high schools and serves as a liaison between area high schools and the College.
- Builds community and business relations. Maintains regular, professional communications within the college and affiliated business and industry contacts.
- Coordinates career-oriented activities with program faculty/staff.
- Attends scheduled meetings and coordinate meetings for faculty/staff.
- Serves on and actively contributes to college committees as assigned.
- Provides administrative support for grant programs and proposal for new grants.
- Gather data and prepares reports for state, regional, national, and federal agencies as required.
- Conducts special projects and performs other duties as assigned.
- Willing to travel and participate in events during the day, evening and on the weekends.
- Performs other duties as directed by the Executive Vice President/Chief Academic Officer.
Skills and Abilities:
- Knowledge in the various areas of student development, career and academic advising, student counseling, and veteran affairs.
- Knowledge of innovation and advancement in student development and retention programs and services and ability to lead such change.
- Knowledge of student success model and completion theories to increase student success.
- Knowledge of adolescent development and adult population development and needs.
- Knowledge of theories related to best practices when working with community college students to include dual enrollment students, non-traditional students and low income and first-generation students.
- Knowledge of enrollment management best practices and strategies.
- Knowledge of business and industry needs in the service area.
- Knowledge of management and administrative principles and practices.
- Knowledge of community college organizational structure including the integration of academic, continuing education, and student services programs.
- Knowledge of continuing education and workforce development standards, guidelines, and requirements.
- Strategic planning, leadership, and supervisory skills.
- Ability to develop and maintain effective working relationships with community organizations, businesses, college staff, and the public.
- Ability to write successful grant narratives and provide data needed for grant proposals.
- Ability to gain cooperation through discussion and consensus-building processes.
- Ability to provide leadership in anticipating and responding to change.
- Ability and willingness to travel to off-site locations to perform essential duties.
