Position Description

GENERAL JOB DESCRIPTION:  The Dean of Workforce Development will report to the Vice President for Workforce Development & Continuing Education. The Director is responsible for developing apprenticeships/internships for business and industry and for organizing, implementing, and administering Workforce Development (WD) and Continuing Education (CE) programs. Primary duties and responsibilities include the development, delivery, and administration of the College’s WD and CE course offerings in Randolph County and the supervision of program area directors, coordinators, Administrative Assistants for CE, and the Registrar of WD and CE. Other duties include designing a comprehensive marketing plan for program promotion, maintaining budgets, providing documentation of program successes, and working closely with community partners and organizations.

DUTIES:

  • Develop apprenticeships/internships for business and industry
  • Assist in the recruitment and retention efforts for WD and CE classes including outreach within the community and industrial locations
  • Promote a focus on professional credentialing by developing and marketing classes that meet recertification criteria in various professional fields
  • Respond to inquiries regarding the WD and CE classes
  • Supervise development, delivery, and administration of WD and CE courses
  • Prepare and maintain a master schedule of course offerings each semester that meet the needs of the WD and CE programs and the students
  • Establish new classes as the need indicates at various locations in Randolph County
  • Provide academic advising for prospective students of WD and CE
  • Provide effective and relevant instruction appropriate to level, needs, and goals of students as needed
  • Assist with course development when needed and presents recommendations to the Vice President for Workforce Development & Continuing Education
  • Partner and interface with Curriculum Programs, College and Career Readiness, and Distance Education to ensure the needs of all students are being met with regards to recruitment, retention, and providing quality instruction
  • Plan and implement student retention efforts
  • Review course offerings and make recommendations based on advisory committee feedback and reports
  • Develop, deliver, and administer self-supporting courses as assigned by Vice President for Workforce Development & Continuing Education
  • Supervise and evaluate WD and CE Directors, Coordinators, Administrative Assistants, and Registrar for WD & CE in accordance with policy
  • Provides leadership for and oversight of the development, management, assessment, and quality improvement of the College’s workforce development and continuing education programs and services based on local community and workforce needs for ultimate benefit within the College’s service area
  • Promotes the connection between education and the economy by 1) closing the skills gap 2) credentialing, and 3) professional development.
  • Create and monitor employee performance improvement plans (PIPs), when warranted
  • Identify, recommend, and conduct professional development opportunities for division staff and faculty as needed
  • Facilitate the communication of college and/or policy information to direct reports via meetings, email, etc., as needed, for dissemination throughout division
  • Serve as a resource person to WD and CE
  • Supervise Administrative Assistants assigned to CE in record maintenance as required by Randolph Community College and the North Carolina Community College System, e.g., instructor contracts, payroll, student fee waivers, release forms, and class attendance for courses
  • Recruit, interview, and hire credentialed faculty for the WD and CE programs
  • Submit all hiring documents and verification of credentials for all WD and CE faculty
  • Supervise and evaluate the operation of all WD and CE classes and faculty in accordance with policy, including classroom observations
  • Assist WD and CE faculty in developing instructional materials, instructional delivery, and classroom management
  • Review, evaluate, and assess WD and CE programs periodically, facilitating innovation in curricular and instructional development in keeping with the mission and vision of the College
  • Ensure WD and CE programs are in full compliance with the requirements for accreditation, certification, and other standards as stipulated by NCCCS
  • Develop and maintain productive relationships with those agencies and other organizations within the community/industry which are pertinent to the WD and CE programs and to prospective graduates
  • Establish and maintain an effective advisory committee in support of the WD and CE programs
  • Recommend departmental needs for personnel, equipment, supplies, facilities, and other resources during the annual planning process to the Vice President for Workforce Development & Continuing Education through the Good to Great and budget processes
  • Coordinate the requisition of resources and services, including equipment, supplies, facilities, and other materials required for the effective delivery of instruction
  • Manage the WD and CE budgets, regularly monitoring the status of expenditures and implementing inventory control methods
  • Monitor and review records for completeness and compliance
  • Monitor and review state board records for auditing purposes for completeness and compliance
  • Remain current in discipline and instructional methods through professional development activities offered by the College and other opportunities including attendance at off-campus activities, webinars, conferences etc., as feasible
  • Participate in program, departmental and institutional meetings and other announced co-curricular activities of the College
  • Ensure the confidentiality of educational records in compliance with the Family Educational Rights and Privacy Act
