• Five years of experience working in facility operations and/or construction.  Prefer supervisory experience in related field.

• Computer skills: MS Office, Google, and project management tools.

• Excellent ability to communicate tactfully and courteously with the public, employees, and other departments in person and on the telephone.

• Use initiative and sound independent judgment within scope of responsibility.

• Ability to read and apply complex rules, regulations and procedures relating to construction and design contracts.

• Ability to read blueprints.

• Ability to handle multiple assignments simultaneously.

• Knowledge of or ability to learn federal, state and local laws and ordinances governing construction projects.

Preferred Qualifications

• Preferred:  Associate’s degree or above from a regionally accredited college or university.

• Preferred: Completed OSHA 10 hour training

Position Description

Statement of Primary Purpose

The Director – Facilities and Operations provides strategic and tactical leadership, coordination, and administrative oversight to integrated college-wide facilities operation and construction, campus master planning, environmental health and safety programs.

 

This position ensures quality day-to-day operation of the College’s physical plant, including but not limited to maintenance, repair, and renovation of current facilities, oversight of capital projects and interaction with local, state, and regional agencies pertaining to building and construction.  Manages the maintenance, grounds, and housekeeping of the facilities.

Essential Functions and Responsibilities

• Provide oversight of maintenance, groundskeeping, and housekeeping employees and direct the operations of facilities.

• Schedule, assign and prioritize work orders for maintenance, groundskeeping, and housekeeping staff.

• Maintain appropriate staffing levels of maintenance, groundskeeping, and custodial employees to meet College business needs.

• Provides oversight of preventive maintenance programs for equipment and facilities by regularly inspecting buildings and equipment.

• Coordinate Facility Master Planning with designers, architects and engineers and college administration.

• Oversee all aspects of remodeling and construction projects.

• Oversight of building and room inventory, space utilization, and other data for reporting.

• Assists with budget management for operations and facility development including contract and procurement management.

• Review requisitions for purchases, new construction, renovations, and repairs.

• Coordinate the safety and security programs for the College in collaboration with relevant departments including disposal of hazards waste.

 

Additional Duties and Responsibilities

• Performs general maintenance, groundskeeping, and housekeeping functions as needed.

• Maintain facility files, archive blueprints, floor plans, CAD drawings and operating manuals.

• Assist with the Business Continuity Plan.

• Assist with vehicle fleet management.

• Actively participate in assigned college committees.

• Other duties as assigned.

Physical Demands          

• Must be able to perform maintenance related duties as described herein for at least 9 hours per day.  Additional hours may be required occasionally.

• Ability to work continuously at times on uneven surfaces.

• Must be able to tolerate weather conditions such as extreme heat and cold.

• Must be able to work in tight, confined spaces, and/or working at heights including on a roof, on a ladder, on a raised platform, outside or near a window or close to a hole in the ground.

• Must be able to climb ladders, stairs, and lift, carry, push, or pull up to 75 lbs.

 

 

Licensing Requirement

Valid North Carolina driver’s license

 

Working Conditions and Environment

• At times work is performed in all types of weather conditions, around hazardous chemicals, high voltage, pesticides, acids, epoxy paints, gas and at time must work on live circuits.

• In addition to regular hours, this position may require overtime, evening and weekend work hours, and on-call hours in case of an emergency or in the regular course of college business.

• Must be willing to work a flexible schedule as needed, including emergency-oriented projects to maintain facilities and operations.

• Occasionally on call on weekends and evening.

 

Equipment Operation

Computer, telephone, FAX, copiers, printers.  Amp meter, volt-ohm meter, ground and GFCI testers, different types of pressure gauges, pneumatic gauges, capacitor testers, circuit finders, PVC heat benders, backhoe, tractor, dump truck, EMT bender, box knockouts, hydraulic knockouts, pneumatic control tools, band saw, moto tool, pullers, hammer drill, angle drill, sprayers, reciprocating saw, circular saw, drill press, small hand tools, torches and forklift.
