Position Description

GENERAL JOB DESCRIPTION:  The Director of Financial Services reports to the Vice President for Administrative Services.  This leadership position is responsible for creating, nurturing, assessing, and continuously improving the environment and systems necessary to facilitate learning, support customer service, and accomplish the work of the Financial Services Division in support of the College mission.  The Director of Financial Services is responsible for internal controls and operational efficiencies throughout the College.  The Financial Services Division includes finance, budgeting, purchasing and auditing.

 

DUTIES:

  • Plans, directs, and manages the Accounting Department including all activities relating to payables, receivables, general ledger maintenance, grants and contracts, travel reimbursements, and payroll processes.  Directs employee training and daily operation.
  • Plans, directs, and manages the Purchasing Department including procedures relating to purchase orders, purchasing card, contracted services, shipping, receiving, fixed asset control, and inventory control.  Develops and directs individual training plans for all assigned personnel.
  • Develops, implements and directs the quality assurance program for all areas of responsibility.
  • Serves as the Colleague Financial Data owner and determines user access to financial data.
  • Directly supports the Vice President for Administrative Services in the development and management of the budget and the control of expenditures.
  • Manages and controls the College’s chart of accounts in conjunction with the North Carolina Community College System.
  • Prepares all required accurate and timely periodic financial reports (Monthly 112, CAFR, College financial statements, etc.) as required for internal use, the NCCCS, the North Carolina State Auditor’s Office, the Office of the State Controller, and other regulatory agencies.
  • Manages the procedures and processing of all requisitions for supplies, services, and other purchases or contracts made by the College.
  • Directs the college in the proper use of current fund accounting theories as prescribed by FASB, GASB, and other regulatory agencies.
  • Evaluates and enforces procedures to assure that adequate checks and balances exist within the daily financial activities of the Accounting Department.
  • Develops, evaluates, and implements adequate fiscal control procedures for the operations of the College as required and provide any needed assistance to the NC State Auditors during the annual audit of the College.
  • Reviews and analyzes the general ledger and prepares and approves journal entries as needed.
  • Audits federal expenditures and draws down funds as needed.
  • Commits to a program of continuous improvement in all areas of responsibilities including personal professional development as well as the professional development of the staff members.
  • Actively participates in committee and professional activities at the College and within the ACCBO organization.
  • Develops and maintains a calendar of all report and activity dates for the Administrative Services area of the College.
  • Supports the risk management program which assures that adequate liability, property, automotive and other needed insurance is in force.
  • Manages cash balances in order to assure the best return on investments and assure timely payment to creditors.
  • Manages daily financial operations.
  • Provides training and guidance in the effective usage of College financial software by internal customers.
  • Reviews, evaluates and implements effective internal control measures to assure efficient financial operation of the college and the safeguard of college assets.  
  • Counsels Deans and Directors on budgeting.
  • Supervises the reconciliation of Financial Aid data with Business Office data.
  • Performs internal audit duties to assist with the E.A.G.L.E. process.
  • Review and manage the College’s Institutional Funds
  • Supervises and supports the Vice President for Administrative Services in preparation of Foundation Financial records.
  • Completes accounting and financial statement preparation of the RCC Foundation in conjunction with the RCC Accountant and the Foundation Treasurer.
  • Serves as point of contact for Foundation accounting records for annual independent financial audit.
  • Assists Director of Facilities with cost information on facility projects.
  • Provides exemplary customer service to internal and external customers.
