Minimum Qualifications
Bachelor’s degree in Human Resources Management, Business Administration or related field from an accredited college or university in a related field *and* three (3) years of human resources experience with emphasis in recruitment, selection, classification, employee training, development, employee relations, and benefits administration. Knowledge of federal and state employment and benefit regulations governing human resources and payroll.
COMPETENCIES: Knowledge of budget development Verbal and written ability to effectively communicate and work with people from diverse backgrounds. Ability to set priorities, organize projects, and maintain accurate and complete records. Principles and practices of Human Resources Management. Benefits administration. Ability to interpret state, local, and federal statutes, policies, procedures, and guidelines applicable to personnel and institutional governance; attention to detail required. Working knowledge of computer software programs, including Microsoft Office Suite. Commitment to the philosophy and mission of the College. Positive attitude, organizational and problem-solving skills, and the ability to deal with continuous change.
Preferred Qualifications
Master’s degree in Business Administration from an accredited college or university or significant professional experience related to the position. Three (3) years of experience as a director of human resources. Three (3) years of supervisory experience; Three (3) years of combined experience in human resources in an educational setting and/or instructional experience in higher education. Experience leading or implementing high-quality training programs for employees.
Position Description
OVERVIEW:
Roanoke-Chowan Community College is seeking a professional with experience and leadership in a high-functioning human resources environment to serve as the Executive Director for Human Resources. The Executive Director for Human Resources will be a leader and collaborative partner in delivering strategic and consultative human resources advice and solutions to the College. The Executive Director for Human Resources is a trusted advisor, strategic business partner, and advocate for all employees. The Executive Director for Human Resources will also be a proven strategic, innovative, collaborative individual who may join the senior leadership team and will report directly to the President of Roanoke-Chowan Community College. This transformative, forward-thinking, and innovative individual will help develop and achieve goals and objectives that complement the vision of the President.
RESPONSIBILITIES:
The executive director of human resources is a direct report to the president and is responsible for performing complex, professional, and confidential work required to administer human resources programs. Provide transformational leadership, vision, and strategic direction for the Human Resources Department in alignment with the institution’s mission and vision. Establish and conduct reviews and analyses of new tools and techniques in human resources management and make necessary changes to improve their effectiveness as it relates to the college. Foster an institutional environment that encourages teamwork, pride in job and institution, professional growth, and development in support of student learning and success. Supervise human resources staff. Serve as an internal consultant to the president, vice presidents, and department heads on human resource matters. Create systems for conducting exit interviews with terminating employees, and monitoring trends at the unit and institutional levels. Plan, direct, implement, and monitor human resource programs, including recruiting, selection, orientation, classification, compensation, employee relations, affirmative action, training, career development, benefits administration, and organizational development. Administer and participate in performing job audits, writing job descriptions, and conducting classification audits for possible reclassification of positions. Administer, participate in, and have overall responsibility for regular salary surveys and reporting. Supervise the maintenance, confidentiality, and legal retention of personnel records, statistics, and files. Develop, recommend, and administer human resources policies and procedures. Direct, develop, administer, and interpret the college compensation and benefits plans. Oversees the accuracy of information regarding contract amounts and calculations and hourly amounts. Act as college compliance officer for Equal Employment, Worker’s Compensation, and immigration-related laws; direct, develop, and monitor supporting policies and procedures; act as college liaison in contacts with federal and state compliance agencies. Serves as Title IX Coordinator, overseeing prompt investigation of complaints alleging sexual harassment, gender discrimination and related misconduct; reviews findings and proposed remedies, including interim measures necessary to address the harassment/discrimination, eliminate any hostile work environment, and prevent reoccurrence to ensure the college’s compliance with Title IX. Supervise the research and preparation of human resources-related reports for various college, local, state, and national agencies as required, including salary surveys, IPEDs, and SACSCOC reporting. Direct and coordinate the employee grievance process. Inform the president of the status and recommendations as the grievance proceeds as specified in college policy. Supervise and/or participate in the conduct of needs analyses for employee training and the development, presentation, and evaluation of resulting training programs. Participate on key committees as a human resource advisor and may serve on the president’s senior leadership team. Enter and update personnel information into the Colleague Datatel System and review for accuracy. Work closely with the vice president of administration services on payroll related issues. Manage the security and integrity of HR information, including personnel record-keeping, serving as custodian of full- and part-time personnel files. Perform other duties as assigned by the president.
