Minimum Qualifications

• Bachelor's degree

• At least 3 years of human resources/human relations, staff development/training or related experience

• 3 years’ management experience • Excellent interpersonal, oral and written communication skills

Preferred Qualifications

• Master’s Degree • Professional Human Resources (PHR) or Senior Professional Human Resources (SPHR) certification from Society from Human Resources Management (SHRM)

• North Carolina Community College experience


Position Description

GENERAL FUNCTION: Under the supervision of the President, the Director of Human Resources leads Human Resources practices and objectives that will provide an employee-oriented, high performance culture that emphasizes empowerment, quality, productivity and standards, goal attainment, and the recruitment and ongoing development of a superior workforce.


• Title 9 Coordinator • Manage Human Resources Staff • Oversee the administrative functions relating to employee service matters

• Oversee Datatel data entry including processing of new hire paperwork

• Manage the employee files insuring all documentation is present, accessible, and current

• Determines and recommends employee relations practices necessary to establish a positive employer-employee relationship and promote a high level of employee morale and motivation

• Prepare and distribute Professional Development Forms to faculty and staff • Update Employee Services section of the Employee Manual, proposing policy changes to the Board of Trustees

• Provide counsel on the deliverance of progressive disciplinary actions from verbal warnings up to termination of employees

• Mediate and monitor personnel conferences when requested

• Conduct new hire orientation, updating new hire orientation packets as necessary

• Conduct exit interviews

• Conducts a continuing study of all Human Resources policies, programs, and practices to keep executive staff informed of new developments.

• Lead the development of department goals, objectives, and systems

• Maintain and oversee Human Resources department annual budget

• Write full-time and part-time staff contracts annually and as needed

• Update and write job descriptions and competencies needed

• Conduct all aspects of employee recruitment, which includes writing and placing job vacancy advertisements in appropriate media, speaking with prospective employees, receiving, tracking, and reviewing applications to insure qualified candidates are presented to the screening committee

• Coordinate and facilitate all screening committee meetings and gather data from screening committee members and compile appropriate and legal interview questions

• Facilitate and monitor all interviews for full-time faculty and staff • Gather data, prepare and submit annual Staff Information report to NC Department of Community Colleges

• Organize and coordinate open enrollment for state and outside vendor benefits • Meet with benefits representatives to insure the best options are made available for eligible employees

• Assist employees with benefits related issues, concerns, and changes; enroll eligible new hires in medical, dental, and vision benefits

• Insure communication of updates to retirement, health, and other benefits

• Leads company compliance with all existing governmental and labor legal and government reporting requirements including any related to the Equal Employment Opportunity (EEO), the Americans With Disabilities Act (ADA), the Family and Medical Leave Act (FMLA), Employee Retirement Income Security Act    (ERISA), the Department of Labor, worker compensation, the Occupational Safety and Health Administration (OSHA), and so forth. Maintains minimal company exposure to lawsuits.

• Conduct workshops for staff/faculty as needed or based on departmental needs • Ensure staff meets professional development requirements

• Establish an in-house employee training system that addresses staff development including leadership development, training needs assessment, new employee orientation or onboarding, management

• Special projects which include: auditing personnel files, gathering missing information from employees; updating employee handbook; developing procedures for the department; and, managing inventory and archival of old, stored personnel files and sending to storage facility as required by the NCCCS.

• Participates in executive, management, and company staff meetings and attends other meetings and seminars

• Manages the development and maintenance of the Human Resources sections of both the Internet, particularly recruiting, culture, and company information; and Intranet sites

• Leads the implementation of the performance management system that includes performance development plans

• Maintains the company wage and salary structure, pay policies, and oversees the variable pay systems within the company

• Monitors all pay practices and systems for effectiveness and cost containment
