Minimum Qualifications
Bachelors in Human Resources related field; at least 3 years of full-time experience in community college personnel work and proficiency in Microsoft Word and Excel.
Preferred Qualifications
Master’s degree in Human Resources or Public Administration; PHR and SPHR certifications; at least 4 years of experience in community college personnel work; Colleague experience; proficiency in Microsoft Word and Excel; and Career Readiness Certification.
Position Description
JOB SUMMARY
Serve as an advocate for employees in providing by whatever means possible a rewarding work experience; provide the college with leadership in the administration and management of personnel programs and activities including recruitment and selection, classification, benefits, records, development, and reporting.
ESSENTIAL JOB FUNCTIONS
Maintain complete, accurate and up-to-date personnel files on each employee of the College; ensure that the records are housed in an orderly, secure and logical manner.
Administer a system of employee and applicant records which ensures full documentation as well as confidentiality; conduct reference and criminal record checks; validate I-9 documentation through E-verify database.
Manage all services and activities of the personnel office; including coordination of FMLA and Shared Leave Policies.
Advise employees in a variety of personnel matters including interpretation and application of policies and procedures, resources, and community/governmental agency service.
Prepare and advertise position announcements using NEOGOV, receive and review applications, and coordinate interview and employment process for open positions.
Provide and process essential paperwork to new faculty and staff; register employee on Benefitfocus site, enter employee into Colleague, complete and submit IT paperwork for e-mail, Web Advisor, and Colleague access.
Coordinate the exit process when employees terminate.
Ensure that all benefits are properly terminated and employee informed of effective end dates of all benefits.
Coordinate the College Service Award Program and retirement honors.
Receive reports of all criminal incidents occurring on college property; compile statistics of these incidents; complete annual National Campus Crime and Security Survey online for US Dept. of Education; complete annual Campus Security and Crime Awareness (required by the Clery Act) for the College.
Serve as the Worker's Compensation Administrator.
Serve as Title IX Coordinator.
Respond to unemployment insurance claims and appeals. Attend hearings as needed.
Serve as the College’s HBR (Health Benefits Representative) and Chair of the Benefits Committee.
Maintain employee handbook and job descriptions.
Maintain employee directory in college catalog.
Prepare statistical reports for the NCCCS and other governmental agencies; report all new hires via the North Carolina New Hire Reporting website.
Evaluate requests for and certify confidential information as requested by lending institution, credit unions, investigators, and new employers.
Provide public information to those requesting it according to State statutes and ECC policy.
Perform other related duties incidental to the work described herein.
