Minimum Qualifications

Bachelor’s degree in Human Resources Management, Organizational Management, Psychology, Sociology, Business, Public Administration, or a related field with a Human Resources certification or concentration; or an equivalent combination of training and experience 

Work Experience

Four years of management-level experience in human resources with a minimum of two years supervisory experience or demonstrated effectiveness in leading and managing a team or workgroup. 

Preferred Qualifications

Master’s degree in Human Resources Management, Organizational Management, Psychology, Sociology, Business, Public Administration, or a related field with a Human Resources certification or concentration; community college human resources experience.

Job Title: Director, Human Resources and Talent Management

Direct Reports: Associate Director, Human Resources; Specialist, Human Resources; HRIS Analyst;  Administrative Assistant, Human Resources; part-time Human Resources staff.

11. Proficient knowledge and work experience in various aspects of human resources, including talent strategy, salary administration, benefits administration, workers’ compensation, EEO, professional development, and diversity, equity, and inclusion;

12. Proficient computer skills as evidenced by successful utilization of personnel management software (e.g., HRIS software systems, Banner HR, PeopleAdmin, Colleague, etc.), virtual meeting and document management tools (e.g., Microsoft Teams, Office 365), and Microsoft Office products, including Excel and Word.

13. Excellent interpersonal skills with an ability to interact effectively and diplomatically with a wide range of individuals in a dynamic environment; and

14. Dedication to the mission, vision, core values, goals, and strategic priorities of the College.

Essential Functions

Under the guidance of the Vice President, Chief Talent and Equity Officer (VP, CTEO), the Director, Human Resources and Talent Management provides leadership and supervision to professional and technical staff in the delivery of a contemporary human resources and talent strategy that advances the College’s strategic priorities and helps shape the College culture. The Director serves as a trusted support to the VP, CTEO and identifies and proactively responds to trends and their impact on the College’s long-term talent development goals. 

 

Job Duties

 1.  Develop a robust talent acquisition program and hiring plan that focuses on strategies to identify, attract, and retain talent;

2.  Supervise recruitment, employment, compensation, and temporary staffing workflows;

3.  Develop, communicate, and implement human resources-related processes, procedures, and policies;

4.  Manage the full life cycle of recruitment (job description preparation, candidate sourcing, screening, selecting, hiring, and onboarding) to recruit the best talent for the College;

5.  Manage PeopleAdmin, the online applicant tracking system by monitoring the job posting, candidate selection, and hiring process;

6.  Develop and maintain effective processes for retention, promotion, and succession planning;

7.  Collaborate with the Director, Organizational Development and Learning to develop College-wide training for leadership and employee development;

8.  Provide College-wide training and consultation on human resources policies and procedures;

9.  Collaborate with the Talent and Equity division to develop a performance review and evaluation system that promotes employee development and succession planning;

10.   Advise and coach supervisors on matters related to employee performance;

11.   Work with department staff to formulate and recommend human resources-related objectives in planning, budgeting, workflow, process development, and implementation to provide effective and consistent human resources services;

12.   Direct onboarding, contract, separation/resignation/retirement, and off-boarding processes;

13.   Ensure sound management of all department records, contracts, and documentation in accordance with College policies and as required for federal, state, and community college reporting, ensuring strict confidentiality in all facets of human resources administration;

14.   Maintain salary grades, schedule, and bands outlined in the compensation plan and make adjustments to ensure alignment with market movement;

15.   Administer, review, and recommend College benefit packages;

16.   Ensure College compliance with legal requirements, including but not limited to ADA, FLSA, FMLA, E-Verify, and EEO laws;

17.   Oversee the employment verification process and serve as the program administrator for E-Verify;

18.   Represent the College at Employment Security Commission hearings and respond to EEOC complaints;

19.   Provide support to employees who report concerns and complaints and who request assistance with matters such as family and medical leave, the Employee Assistance Program, reasonable accommodations, and short-term disability;

20.   Prepare and respond to local, state, and federal reports and surveys, including IPEDS, the Employee Information Report, and the College’s Business Continuity Plan;

21.   Lead the department’s participation in College assessment processes, such as the annual planning process and Service Area Reviews;

22.   Develop and maintain effective functions to ensure the availability of accurate/current department data for internal and external communications and reporting;

23.   Develop strategic partnerships throughout the College;

24.   Advise the VP, CTEO about necessary changes to human resources management and talent strategy practices; and

25.   Fulfill other duties as assigned by the VP, CTEO, and/or the President.
