Minimum Qualifications

A master’s degree in Human Resources or a related field is required from an accredited College or University. Prefer experience in Human Resources or payroll in a community college or higher education setting.  Computer literacy, excellent communication, leadership, and planning skills are essential.

A minimum of five years of progressive Human Resources experience is required.  Two or more years’ experience in a Human Resources’ leadership position is required.  

Physical Requirements:  Must be physically able to operate a variety of machinery and equipment including common office machines, such as computers, copiers, facsimile machines, etc. Must be able to exert up to 10 pounds of force occasionally, and/or up to 5 pounds of force frequently, and/or a negligible amount of force constantly to move objects. Physical demand requirements are in excess of those for Sedentary Work. Light Work usually requires walking or standing to a significant degree. However, if the use of arm and/or leg controls requires exertion of forces greater than that for Sedentary Work and the worker sits most of the time, the job is rated for Moderate Work.
 
Data Conception:  Requires the ability to compare and/or judge the readily observable, functional, structural or compositional characteristics (whether similar or divergent from obvious standards) of data, people or things.
 
Interpersonal Communication:  Requires the ability of speaking and/or signaling people to convey or exchange information. Includes giving instructions, assignments or directions to subordinates or assistants, and receiving instructions, assignments or directions from superiors.

PERFORMANCE INDICATORS

The work performance of supervisory personnel of Pitt Community College is routinely evaluated according to the performance criteria outlined herein: 
 
Knowledge of Job: Has thorough knowledge of the methods, procedures and policies of Pitt Community College as they pertain to the performance of the duties of Director of Human Resources. Has thorough knowledge of principles and practices of supervising and managing the Human Resources Department. Has thorough knowledge of the laws, ordinances, standards, and regulations pertaining to the essential duties and responsibilities of the position. Has considerable knowledge of the organization of the department, and of related departments and agencies. Has clear knowledge of any occupational hazards and adheres to safety precautions inherent in performing the essential functions of the work. Has considerable knowledge of terminology and related professional languages used within the department as they pertain to work responsibilities.
 
Quality of Work:  Maintains high standards in performing duties and responsibilities. Exercises immediate remedial action to correct any quality deficiencies that occur in areas of responsibility. Maintains quality communication and interaction with intra- and inter-departmental personnel, and any external entities with which position interacts.
 
Quantity of Work:  Performs described Essential Functions and related assignments efficiently and effectively in a manner to produce a quantity of work which meets established standards and expectations.
 
Dependability:  Assumes responsibility for completion of assigned functions. Completes assigned work within established deadlines in accordance with directives, policies, standards, and prescribed procedures. Position Description

This position oversees the effectiveness of College Human Resource operations. The Director of HR Operations assists in efforts to achieve excellence and innovation in delivering human resource services, while providing knowledge regarding compliance with local, state and federal laws and regulatory programs. This position requires thorough knowledge of the hiring process and works with recruitment and staffing to establish analytics and measures creating evidence-based process improvements. Other duties include benefits and payroll administration, directing employee orientation and training programs, and administering policies and procedural guidelines. The Director of HR Operations assists supervisors with performance management and evaluation processes and in development and implementation of personnel policies and procedures. This position reports to the Vice President of Human Resources.

  1. Knowledge of labor laws and regulations, maintaining compliance concerning employment.
  2. Performs HR administration work relating to staffing, salary administration, and HR technology updates.
  3. Completes reports as required by state and federal agencies, leadership, and Board of Trustees.
  4. Exercise initiative and integrity in the administration of personnel programs, maintaining confidentiality.
  5. Responsible for Human Resources Information Systems (HRIS) data accuracy and preparation of reports.
  6. Exercise courtesy and professionalism in frequent contact with employees and public representatives.
  7. Proficiency required with Ellucian computer platform and the online application tracking system (NeoGov).
  8. Assists with reviews of employment applications. 
  9. Maintains the organizational chart.
  10. Oversees the College’s employee wellness programs.
  11. Conducts employee training. 
  12. Serves as Title IX Coordinator.
  13. Maintenance of detailed records.
  14. Assists with creation of employee relations policies to help increase employees’ job satisfaction.
  15. Conducts new employee orientations.
  16. Communicates with employees regarding policies, procedures, and employment concerns.
  17. Responds to questions from employees and customers within a reasonable time frame.
  18. Assists with maintenance of employee policies and procedures manual.
  19. Monitors employee evaluation process and confers with college personnel in reference to evaluations.
  20. Manages employee relations counseling and performance counseling. 
  21. Completes retiree awards to include the Long Leaf Pine and Board of Trustee College Resolutions.
  22. Manages the college’s Faculty Excellence and Staff Excellence Awards Programs.
  23. Manages the Employee Appreciation and Recognition Event and service award programs.
