Minimum Qualifications
- Bachelor’s degree in Computer Science, Business Administration or related field
- Demonstrated success fostering collaboration among work groups, as a supervisor, and in developing and/or administering an information system network for an organization
- Five years of experience in the information technology field
- Demonstrated skill in large-scale project management
- Skilled communicator with end-users of all technology levels

Preferred Qualifications
- Master’s degree in Computer Science, Business Administration, or closely related field
- Five years of direct information technology management experience
- Prior work experience in higher education, and technical knowledge encompassing computer systems hardware and cyber security compliance
Position Description
Position is responsible for strategic leadership and coordination of the information technology (IT) services and information security programs of the College and has primary responsibility for short-term and long-term planning, design, and implementation of IT related services. Serves as a member of the President’s Administrative Council. Perform work in accordance with the stated vision, mission statement, and core values of Haywood Community College.
ESSENTIAL JOB DUTIES
Leadership and Administration
- Serve as the College’s Chief Information Officer (CIO) and Chief Information Security Officer (CISO).
- Provide direction, guidance, and leadership on all functions within the information technology department.
- Participate in the employment, evaluation, and development of all IT employees.
- Ensure that the College maintains information technology experts including project management, web-master, systems administration, network administrators, computer technicians, and help desk.
- Coordinate and oversee long-range planning activities for the technology infrastructure of the College.
- Manage and supervise the assistant director of IT, in addition to providing comprehensive technology support services for students, staff, and faculty.
- Work in conjunction with the assistant director of IT to guide the planning and goal setting process for Information Technology, and to establish and fulfill objectives in line with the College mission and goals.
- Provides project management for technology deployments and implementations and is responsible for assuring the maximum availability and reliability of the college’s technical networks with the resources available.
- Work collaboratively with other departments to identify end-user needs and to efficiently implement technical solutions and upgrades.
- Maintain and develop standards for technology and user support services.
- Work with IT staff to create and implement IT training opportunities for staff and faculty.
- Ensure that applicable IT, information security, and College policies and procedures are current and meets required industry, state, and local standards.
- Work with members of the IT Team to evaluate and recommend vendor contracts in accordance with policies and procedures for hardware, software and technology related services.
- Ensure that IT department fiscal, personnel, audit, and administrative reports are completed in a correct and timely manner.
- Prepare and oversee the IT department budget in collaboration with IT staff, including the student technology fees.
- Lead by example those qualities demonstrating professionalism and competence with high ethical standards.
- Participate in College and community activities and events.
- Guide the planning and goal setting process for Information Technology while establishing objectives in line with the College mission and goals.
- Actively communicate technology and information security-related information to the campus community including but not limited to upcoming enhancements, IT training opportunities, security threats, service disruptions and/or planned upgrades, etc.
- Attend Board of Trustee meetings and offer IT updates as requested.
- Represent the College’s interests and issues of information technology and information security to the President, the Executive Team, the President’s Council, and the general College community; position Information Technology to be responsive to and supportive of College staff, faculty, and students.
- Represent the College’s interests and issues of information technology and information security to local, state, and federal partners, agencies, and departments; represent the College’s information technology and information security interests to the North Carolina Community College System Office, NC IIPS, and the NC Community College CIO Association.
Information Technology
- Work with IT staff to ensure that the information technology operating systems, software, equipment, and technical support services enhance student learning, administrative functions, and student services for students, staff, and faculty.
- Involve faculty, students, and staff in defining technology standards of operation and excellence.
- Maintain the vitality of the College Technology Plan, IT Incident Response Plan, and Information Security Risk Assessments.
- Creates and coordinates applicable College policies and procedures related to technology and IT practices.
- Ensure the College is compliant with the applicable information technology standards and policies set by the North Carolina State Board of Community Colleges, North Carolina Community Colleges System Office, and the Southern Association of Colleges and Schools Commission on Colleges. Ensure the College is compliant with applicable state and federal laws regarding information technology.
Cyber Security
- Manage and conduct the cybersecurity duties, practices, and training for the College.
- Ensure the College is compliant with the applicable information security standards and policies set by the North Carolina State Board of Community Colleges, North Carolina Community Colleges System Office, the Southern Association of Colleges and Schools Commission on Colleges, NC Department of IT, NIST, PCI DSS, and GLBA. Ensure the College is compliant with applicable state and federal laws regarding information security.
- Assist in developing and managing a comprehensive information security program for the long-term protection of the institution's IT and data resources.
- Research and coordinate security awareness training for the college's employees, faculty and students.
- Work with IT staff to develop information security and network security guidelines and ensure ongoing monitoring.
- Keep up to date with industry best practices and emerging threats, ensuring that all available safeguards are recommended and in place.
- Serve as primary point-of-contact in reviewing threats and vulnerabilities and works directly with the Server Administrator and Network Administrator to ensure systems and security appliances are properly configured and managed.
- Ensure threat and vulnerability incidents are reported, documented and resolved in accordance with established governance policies and procedures and the College’s IT Incident Response Plan. Assist in developing and maintaining the Incident Response Plan.
