Minimum Qualifications
A Bachelor’s degree from a regionally accredited institution in Business Administration or a related field and four years of increasingly responsible experience in purchasing including two years of administrative responsibility or an Associate’s degree from a regionally accredited institution in Business Administration or a related field and six years of increasingly responsible experience in purchasing including two years of administrative responsibility within the North Carolina Community College System is required.
Preferred Qualifications
Knowledge of NC Procurement Regulations and NC E-Procurement @ Your Service preferred. National Career Readiness Certificate and bilingual are preferred.
Position Description
The Director of Procurement and Inventory Management will coordinate the organization and operational activities for the college purchasing functions including Shipping & Receiving, the purchasing of materials, equipment, and services; ensure that all activities and operations comply with procurement procedures and regulations established by the North Carolina Community College System and the State of North Carolina. The Director will oversee processes, systems, and reporting mechanisms for monitoring and controlling all interactions between finance and procurement.; develop and implement college purchasing goals and objectives; recommend and administer policies and procedures; maintain accurate and complete records of all purchasing transactions; prepare reports and other necessary correspondence for annual audits as appropriate. Other duties include overseeing the purchasing budget and directing the forecast of funds needed for equipment, materials, and supplies; monitoring and approving expenditures; implement midyear adjustments. Review and authorize contracts and purchase orders; maintain contact and negotiate with vendors; assist with construction processes and complete reimbursements; keep informed of market conditions and new products; evaluate vendor performance and compliance; assist various departments with purchasing needs, contractual service activities, and preparing requisitions for materials and supplies. Train E-Procurement users as necessary. Supervise and participate in the development of bid specifications; solicit and analyze bids; make the award of purchase; assist college staff in preparation of Requests for Proposals and Bids and specification development. Respond to and resolve difficult and sensitive inquiries and complaints. Perform related duties and responsibilities as assigned by the Vice President of Financial and Business Services/Chief Financial Officer.
