Minimum Qualifications
Bachelor’s degree from an appropriately accredited institution, five years of progressive procurement experience, one year of which must be of a supervisory nature; or equivalent combination of education and experience. Necessary Special Qualifications: Completion of the North Carolina Procurement Manual Training Program and North Carolina Contract training program within one year of hire into position.
Preferred Qualifications
Management prefers candidates with three years experience in information technology purchasing and contracting, five years’ experience in large-scale, complex purchasing, and five years’ recent supervisory experience.
Position Description
This position serves as the Director of Procurement & Auxiliary Services for the North Carolina Community College System Office and supports the 58 community colleges across the state by providing technical expertise and guidance to all levels of staff and management in the procurement of goods and services in accordance with state regulations and in a manner that conserves public resources and maintains the public trust. This position supports colleges partially by assuring systemwide convenience contracts that support the needs of the colleges, and partially by direct training and guidance to procurement staff across the state. This position also serves as the Project Manager for Repair and Renovation projects and building services and manages the coordination of repairs, improvements, and work orders for the proper maintenance and function of the Caswell Building in downtown Raleigh.
The successful candidate must be able to research, interpret, and apply regulations that apply to the procurement function of community colleges and state agencies and be able to make recommendations for clear changes to state law as needed. Ability to allocate resources, plan procurement, oversee budgets and contracts to ensure the fiscal stability of the agency.
The successful candidate must be able to effectively communicate and collaborate with the State Board of Community Colleges, leadership, and staff of the System Office, the community colleges, and state agencies. The successful candidate must develop and maintain a strong effective working relationship with the two-State procurement authorities (DIT Statewide Procurement & the Department of Revenue Purchase & Contract), agency leadership, co-workers, external partners, and vendors.
This successful candidate will be responsible for managing the procurement and contracts process using the state-assigned technology, complying with all applicable regulations and internal policies, and overseeing the agency’s procurement card program. Ability to assign work and to establish work rules and acceptable levels of quality and quantity of work. Ability to review work and evaluate the performance of others, and to develop individuals’ competencies. This position manages the work of two procurement positions and a Building Services Coordinator.
This position does require occasional overnight travel, training, and public speaking
KNOWLEDGE, SKILLS, AND ABILITIES / COMPETENCIES:
Professional Knowledge: Requires in-depth knowledge of purchasing laws, policies, regulations, practices, agency policies and procedures, and within the authority provided by General Statutes and Administrative Code (Division of Purchase & Contract – Article 3/3C of G.S. Chapter 143; North Carolina Administrative Code Title1, Chapter 5 and Department of Information Technology – Article 15 of General Statute Chapter 143B; North Carolina Administrative Code Title 9, Chapter 6). Knowledge of applicable sources, prices, market factors, and product characteristics of commodities/contracts. Knowledge of business practices and automated, integrated systems.
Ability to evaluate and analyze bids, coordinate selection activities and recommend awards.
Requires strong strategic thinking capability and high-level negotiation skills. Ability to perform risk analysis and recommend action to minimize risk. Ability to develop plans to accomplish work operations and objectives. Ability to arrange and assign work to use resources efficiently. Ability to develop strategic plans, organizational structures, and systems to fulfill legislative and agency-driven organizational goals. Possess proven leadership skills.
