Minimum Qualifications

Knowledge, Skills, and Abilities:
A demonstrated understanding and commitment to the open-door philosophy of Richmond Community College as well as a commitment to student learning is essential.  Qualified applicants must have a demonstrated competence in the application and use of MS Office.  A working knowledge of Moodle or similar LMS is beneficial. Applicants should have the ability to assess programming options relative to budget options in order to make strategic programming decisions.  Applicants must be able to function as a team member and work towards the fulfillment of the college mission and purpose.  Applicants must possess skills in critical analysis, problem solving, and in independent decision making.  Organizational skills and multi-tasking are core elements of this position.

Minimum Education and Experience:
Bachelor’s degree required preferably in Business/Industry Training and Development or related field.  A minimum of three years of progressive management experience or equivalent preferred.  Experience in curriculum or program development is desired.

Position Description

The Director of Program Development, under the authority and supervision of the Dean of Corporate and Continuing Education, is responsible for the management and creative development of continuing education (CE)/technical instructional programming for the College, including Fire and EMS CE programs. The Director will also coordinate program offerings with credit college faculty in order to maximize deliverables that meet customer need and demand.  The Director is responsible for third party credentialing.  Program development and implementation are essential components of this position.

Duties and Responsibilities of the Position:

  • Create short-term educational and training programs for students that incorporate industry recognized credentialing, certificate options, and clear pathways to employment.
  • Manage all Fire and EMS CE programs.
  • Assume an entrepreneurial role in the development of occupational and technical CE programming opportunities.
  • Identify qualified instructors for CE programming from the community and college service area and maintain that information in a database.
  • Develop, manage, and maintain programming budgets for selected program initiatives.
  • Assess market potential for new programming opportunities that may include E-Learning, web-based, and online learning solutions and assist in their development and deployment.
  • Assist in the development of marketing strategies for new programming.
  • Critically assess, evaluate, and revise CE course syllabi as required.
  • Work with all relative Richmond Community College staff and the community to accurately assess the needs of the unemployed, under-employed, and dislocated workforce relative to Pre-Employment programming and provide training solutions.
  • Participate in assigned college committees.
  • Determine, order, and maintain supplies needed for program development.
  • Operational oversight of CE programs that do not have a full-time coordinator.
  • Accept other duties as assigned.
