Master's degree in education, school administration, business administration, or public administration from an appropriately accredited institution and four years of responsible administrative experience in an education environment at the local, state, or federal level; or an equivalent combination of education and experience.

Position Description

The Director of Career Pathways position will work with the Assistant State Director, WIOA Title II to develop and implement a North Carolina statewide Career Pathway model that combines occupational skills training and academic skills instruction to increase and expedite the educational attainment and career advancement of adult learners. The position will work closely with the AVP of College and Career Readiness, the Assistant State Director, and other supporting CCR team members such as Professional Development, Compliance, Performance and Partnerships. Work is performed under the general supervision of the Assistant State Director, Title II.

The position will also:

  • Assess, research, and develop strategic plan to guide providers in implementing Career Pathways as outlined in the WIOA Title II grant proposals.
  • Identify and share evidenced-based practices for program design, adult leaner supports, and recruitment.
  • Cultivate relationships and partnerships with national, state, and local stakeholders.
  • In collaboration with CCR Professional Development, identify subject matter experts and resources to provide sustaining professional development.
  • Work with CCR Performance and Partners to collaborate with workforce boards to identify in-demand career pathways and support services. 
  • Oversee the systemwide Career Pathways implementation/programming as outlined in providers’ grant proposals.
  • Develop technical assistance processes to support providers ensuring program compliance.
  • Work with providers to develop a systemwide strategic marketing/recruiting plan.
  • Develop and maintain communication processes with all providers and stakeholders.
  • Provide monthly reports on program outcomes, challenges, and milestones to senior leadership.
  • Provide resources/updates for CCR newsletter.
  • Promote a culture of innovation and continuous improvement among providers and partners.
  • Schedule and facilitate Career Pathways networking meetings among providers and partners.
  • Engage with CCR team and system office departments as needed to keep project moving forward to meet goals.
  • Identify policies and procedures that are barriers to administering Career Pathways and recommend changes.
  • Identify and connect with opportunities and state initiatives that would accelerate credential attainment.
  • Develop and recommend Career Pathways monitoring processes.
  • Assist CCR leadership to create and implement RFP process regarding Career Pathways compliance.
  • Maintain up-to-date policies and standard operating procedures that impact Career Pathways.

KNOWLEDGE/SKILLS/AND ABILITIES:

  • Ability to lead, partner, and motivate in a team-oriented, collaborative environment.
  • Ability to set and manage priorities judiciously in a team environment.
  • Excellent written and oral communication skills.
  • Experience managing or collaborating with community college programs for workforce development, college transfer and adult education for academically underprepared students.
  • Knowledge of educational trends in serving all learners in developing models of career pathways or bridge models to support transition to employment, postsecondary education.
  • Knowledge of strategies to accelerate credential attainment for underserved communities.
  • Ability to plan, organize, and implement educational initiatives as it relates to career pathways and other projects that promote transition to postsecondary education programs.
  • Knowledge of and experience in creating policy, programs that support diversity, equity, and inclusion and applying an equity lens to reducing educational attainment gaps.
  • Ability to analyze classroom, curriculum, program, or administrative problems and to recommend possible solutions; formulate and express ideas on educational issues.
  • Ability to provide training in both virtual and face-to-face environments to various levels of professionals in the field of education to which the position is assigned.
  • Ability to establish and maintain effective working relationships with college administrators, educators, educational organizations, curriculum and/or program specialists at local, state, or federal level, and the public.
