Minimum Qualifications

Master's degree in the education field to which assigned from an appropriately accredited institution and four years of specifically related experience in public education; or an equivalent combination of education and experience.

Preferred Qualifications

Eight years of NC community college student aid experience and four of those years as a director of financial aid.

Position Description

~ANTICIPATED VACANCY~

Serve as Title IV subject matter expert by leading the system through (1) professional development and consultation for all colleges, (2) expert advisement to system office leadership, and (3) partnerships with federal, state, and local agencies, associations, and other key stakeholders. Professional development, advisement, and partnerships on Title IV laws, regulations, state and local policies such as, but not limited to, Title IV Participation Agreements, student aid office policy/process compliance, student aid budget policy/processes, Student Academic Process (SAP) policy/processes, student loan default management plans, design and conduct research to improve student aid services to colleges and students, and draft assigned internal and external reports.

Serve as the subject matter expert of Veterans Benefits & wrap-around services for veterans by leading the system through (1) professional development and consultation for all colleges, (2) expert advisement to system office leadership, and (3) partnerships with federal, state, and local agencies, associations, and other key stakeholders. Professional development, advisement, and partnerships on Veterans Benefits laws and regulations, communicate with the state regulatory agencies to interpret and apply regulations, coordinate with state associations and organizations providing services to veteran students improving services at the colleges, design and conduct research to improve VA benefits processing and student success veteran initiatives, and draft assigned internal and external reports.

Serve as the subject matter expert for state-level scholarships (e.g., Community College Grant, Golden LEAF, etc.) by leading the system through (1) professional development and consultation for all colleges, (2) expert advisement to system office leadership, and (3) partnerships with federal, state, and local agencies, associations, and other key stakeholders. Professional development, advisement, and partnerships on NC State Education Assistance Authority (SEAA), funding organizations (e.g., Golden LEAF), and legislated funding laws and regulations to assist colleges’ compliance efforts, draft state board community college agenda items requesting approval of allocations and programs, design and conduct research to improve the student success impact of state-level scholarships, and draft assigned internal and external reports.

Coordinate with system office and college student information system specialists by providing policy and regulatory guidance in the implementation of system and college operational procedures and workflows. Lead other assigned student aid initiatives.

KNOWLEDGE/SKILLS/AND ABILITIES:

  • Must have demonstrated leadership, management, and practical skills in community college student aid administration;
  • Must have strong interpersonal, oral, and listening skills;
  • Must have strong collaborative partnership building skills with external student aid stakeholders;
  • Must have a combination of skills related to institutional planning and be able to articulate the significant role of student aid in the planning process;
  • Must have the training and experience necessary for providing quality leadership in the coordination of the delivery of professional development, policy interpretation, and consultative services to the system institutions.
