~ANTICIPATED VACANCY~
The North Carolina Community College System (System Office) is a statewide network of 58 public community colleges. The system enrolls over 500,000 students annually. It is the 3rd largest in the nation based on the number of colleges. It also provides data to the North Carolina Learning Object Repository by collecting, contributing, and sharing digital learning resources for use in traditional or distance learning environments. NC Community Colleges System Office has an opening for a WCE State Director, Training and Standards in the Programs and Student Services Division. The recruitment range: $64,270 – $91,235.
The Programs and Student Services Division provides leadership, assistance, and consultation to the 58 community colleges in the areas of academic programs, adult basic education, workforce development, continuing education, student success initiatives, financial aid, national post-secondary education policy research, institutional research, and performance management. Staff within the Division develops and administers state-level policies and strategies to improve student access, enhance program quality, and increase student success. In addition, the staff engages college faculty and administrators to develop, field test, evaluate, and disseminate best practices that support student success.
DESCRIPTION OF WORK: This position provides leadership and oversight for Workforce Continuing Education programs in the following occupational areas:
- Agriculture/Natural Resources/Energy, Biotechnology, Business, Finance, & Marketing, Computer Training, Construction & Skill Trades, Division of Motor Vehicles, Healthcare Occupations, Human Services, Manufacturing, Service Occupations, and Truck Driver Training.
- Other program-specific assignments include the HRD Employability Skills Program, Captive/Prison Education Programs, and Services to Minors in Juvenile Justice facilities.
Job duties include:
- Developing strategic practices and reforms to sustain the rigor, relevance, and quality of Continuing Education courses contained in the NCCCS Combined Course Library. This includes conducting research and compiling documents that outline the training requirements for state-regulated and industry-recognized credentials and developing a strategic plan that ties programs/courses with current and future trends in workforce and economic development at the local, state, and federal level.
- Serve as a state-lead and/or collaborate with partner agencies on grants and special projects as assigned. This duty may include writing proposals, coordination of Requests for Proposals, deployment of Memorandums of Understanding/Contracts, and submission of reports to the System Office and/or funding entities. Where applicable, oversee the day-to-day operations of the initiative to ensure progress of proposed deliverables and expected outcomes.
- Consult and advise NCCCS and local college staff on relevant policies and procedures found in General Statutes, SBCC Code, and other applicable laws and regulations related to this position’s assigned program areas.
- Develop policies and practices that provide opportunities for students to access Workforce Continuing Education training programs, receive student support services to reduce barriers, successfully complete education goals, and obtain occupation-specific credentials.
- Maintain collaborative relationships with a wide array of groups to include, state and federal agencies, commissions, boards, taskforces, state-regulated and industry-recognized credentialing agencies, business leaders, and advocacy groups. This includes developing and maintaining collaborations with System Office staff to support System Office operations, NCCCS Strategic Plan and NCCCS statewide initiatives.
- Perform technical functions that includes data entry, data analysis, and/or maintenance of information in the NCCCS College Information System, STWD Destiny One Project, NCCCS Virtual Learning Community (VLC) NCCCS Dashboards and NCCCS Power BI tools and resources.
- Perform administrative functions that includes supervising staff, creating program-specific Standard Operations Procedures (SOPs), disseminating information, convening meetings, making presentations, and/or submitting reports as required and/or requested.
- Report to the Associate Vice President of Workforce Strategies on all matters related to continuing education, workforce, and training standards.
KNOWLEDGE/SKILLS/AND ABILITIES:
- Administrative and supervisory experience in directing education & training programs, workforce development initiatives or employer-specific training projects.
- Experience with strategic planning, policy development, and/or conducting program analysis.
- Knowledge of national, state, and local workforce development trends to include the ability to analyze labor market information.
- Experience with developing and/or implementing strategies that strengthen instructional delivery, expand course offerings, and streamline processes to improve program operations.
- Experience with developing collaborative relationships with a wide array of groups to include, state and federal agencies, commissions, boards, taskforces, state-regulated and industry-recognized credentialing agencies, business leaders, and advocacy groups. partnerships.
PREFERENCES: Three or more years working with North Carolina community college System or a related workforce/economic development agency.
