Required:  Associate Degree in Emergency Medical Science or approved health care field. Credentialed as N.C. EMT-Paramedic and N.C. Level II EMT-Paramedic Instructor.

Knowledge and Skills    

Minimum of five years’ experience as an emergency EMT-Paramedic with an EMS provider. Minimum of three years’ experience of documented formal provision of EMS education. Possess comprehensive knowledge in all EMS training to EMT-Paramedic level. Required instructor certifications: BLS, ACLS,PALS, PEPP/EPC, ITLS/PHTLS

 

Physical Demands          

Ability to conduct practical exercises where physical contact may be involved, inclusive of physical fitness as required per instruction of courses. Ability to move equipment and supplies in excess of fifty (50) pounds.

 

Licensing Requirement

Current and valid EMS credential as N.C. EMT Paramedic. Must also be credentialed as N.C. Level II EMT-Paramedic Instructor.

Valid North Carolina State driver’s license

Preferred Qualifications

Preferred:  Bachelor’s Degree in Emergency Medical Science or related field.

Position Description

Statement of Primary Purpose

The Emergency Medical Science Training Program (EMSTP) Director shall be responsible for the direction and management of both long-term and daily operations of EMS training programs delivered through the Division of Public Safety Training Center (PSTC), reporting directly to the Dean of Public Safety Training, to include: Emergency Medical Responder to Paramedic, Medical training for both the National Park Service – Seasonal Law Enforcement Training (NPS-SLET) sessions and Basic Law Enforcement Training as well as CPR and First Aid courses to area industry and the general public. 

 

The Emergency Medical Science Training Program (EMSTP) Director will coordinate the establishment, sustainment and advancement of EMS training within the local and regional marketplace through the development of strategic partnerships, the effective and efficient use of personnel, budgets and resources, and a strict adherence to established professional standards to render the highest level of training capabilities to those who serve, safeguard and secure our communities within the State of North Carolina, our Nation’s Federal level of EMS operations and essential personnel assigned to and working within the EMS system.

 

Classification

Occupational Faculty, full-time, exempt.

 

Essential Functions and Responsibilities

● Possess an uncompromising commitment to SCC-PSTC mission and core values providing “Excellence in Training” to students and Public Safety Professionals throughout the college service area

● Provide leadership and maintain a climate of open communication, collegiality and teamwork within the department; actively support the professional growth and development of the department

● Develop partnerships with stakeholders in support of new program development

● Monitor and ensure compliance with N.C. Office of EMS and national regulatory agencies; maintains all required documentation and records

● Maintain and oversees the process for the American Heart Association Training Center

● Participate in the development and administration of the department budget; forecast and recommend funds needed for staffing, equipment and supplies; monitor and recommend approval of expenditures

● Develop and administer the College’s EMS education plan for Public Safety Training; coordinate all EMS training with agencies utilizing the program as their education provider and submit education plans to N.C. OEMS for approval; coordinate training schedules for: Fire departments, Rescue Squads, EMS Agencies, dispatchers, law enforcement agencies and classes for the general public; plan and conduct training in a timely and effective manner.

● Coordinate the recruitment, selection and evaluation of adjunct instructors; manage the supervision, evaluation and professional development of part-time faculty.

● Participate in college advisory/program committees and represent the SCC-PSTC in the community

● Actively support innovation, distance learning offerings and the use of technology within the learning environment

● Assist in the areas of student recruitment, advising and mentoring. Work with students to provide remedial training as needed to ensure competency of students completing EMS programs

● Seek personal professional development and maintain professional competence for the improvement of self and the department to meet the mission and core values of SCC-PSTC

● Perform other duties as assigned by the Dean of Public Safety

 

Detailed Duties and Responsibilities

Instruction

● Provide direct student instruction in the classroom and lab setting

● Evaluate, review and recommend revisions of curriculum, course syllabi and textbook selection

● Provide leadership in evaluating and recommending materials and equipment necessary for the implementation and effective maintenance of educational programs within the EMS department

● Assume responsibility for supervising and evaluating the instruction of all courses within the EMS program

● Assure that all classes meet as scheduled and appropriate make-up time is scheduled if class is canceled for adverse weather or other emergencies

● Develop and recommend to the Dean of Public Safety an annual operating budget

● Oversee the operating budget of the EMS Program

● Control, procure and maintain the instructional equipment and supplies within the EMS Program

 

Personnel

● Participate in the recruitment of professional staff and adjunct instructors

● Evaluate the professional and instructional staff within the EMS Program. Make recommendations for retention, dismissal and promotion

● Oversee the orientation of new faculty to the department and coordinate in-service training and opportunities for professional development

 

Communication

● Assist in the distribution of college policies and operational procedures to the instructional faculty and staff of the EMS Program. Provide support for the decisions of the College

● Provide an essential link in the effective communication between the administration and teaching faculty and staff in the EMS Program

● Serve as spokesperson for the EMS Program

 

Supervision and Management

● Supervise faculty and staff of the EMS Program

● Schedule and conduct program and advisory committee meetings

● Attend department, division, campus and district academic committee meetings as appropriate

● Develop and implement course schedules and assignments of instructional faculty and staff

● Adjudicate conflicts between the student and teaching faculty/staff in the EMS Program

● Oversee part-time EMS Clinical Coordinator/Curriculum Developer

● Assume other duties as delegated or assigned by the Dean on Public Safety

 

Administrative

● Develop course schedules

● Compile data for the completion of reports to the college, boards and accrediting bodies

● Oversee the handling of student documents and records required for participation in the program

● Maintain the contracts for certification as in Educational Institution from the N.C. Office of EMS

● Works collaboratively with curriculum to maintain EMS Programmatic accreditation to meet the standards for the National Registry of EMT’s

● Maintain and oversee the process for the American Heart Association Training Center

● Maintain and advance essential certifications and training necessary for the delivery of EMS training programs through the Division of Public Safety Training Center (PSTC) to retain credibility, confidence, competence and professionalism, fulfilling the vision of the EMS Training Program (EMSTP) in providing innovative research, timely consultation, comprehensive program development, exceptional education and continuous support for EMS professionals, expressed through the Division of Public Safety Training Center (PSTC) operational philosophy: Esse quam videri and consistent with established professional standards

● Act as School Director (SD) for EMS programs

● Register training classes, as needed

● Order supplies and materials essential to the delivery of EMS training programs

● Open and close college facilities as needed.
