Minimum Qualifications

Bachelor's Degree in emergency management, business continuity, public safety or related field and three years of related work experience

Or

Bachelor's Degree, a certification in Project Management (PMP), Emergency Management from FEMA or similar agency/authority, Certified Business Continuity Professional (CBCP) or other related industry certification and five years of related work experience.

Conditions of Employement

*  CPR and Basic First Aid Certification; if not currently certified, must be obtained within 90 days of employment

Preferred Qualifications

Position Description

General Functions:

The Executive Director will lead the development and maintenance of the Business Continuity and Emergency Management plans for the College.  This position will also establish and implement emergency preparedness, response and disaster recovery process and procedures.

Characteristics Duties and Responsibilities:

  1. Oversee the development, implementation and maintenance of a college-wide, comprehensive all hazards emergency management program to prepare and direct the actions of the college community in the event of an emergency.
  1. Oversee and participate in assessments, reviews and self-inspections.  Analyzes and interprets results, recommends appropriate corrective actions, communicates results and follows-up on issues or concerns until completion.
  1. Responsible for developing, coordinating, facilitating, and maintaining CPCC crisis management policies and procedures and emergency operations activities; ensuring adherence to the emergency management goals of protecting life, health, and safety; securing and protecting facilities property and equipment from loss; maintaining essential academic and business services and operations; coordinating resources for restoration of services, functions, and facilities as timely as possible; continuously assessing the effectiveness of the policies, procedures, activities and organizational structure, and provide feedback for continuous improvements.
  1. Prepares plans that outline operating procedures to be used in response to disasters or emergencies, such as hurricanes, nuclear accidents, and terrorist attacks.
  1. Collaborates with Security and assists with the College’s Annual Security Report.
  1. Serve on other committees as designated.
  1. Serve as a contact with federal, state, and local emergency response groups.
  1. Develop collaborative relationships with local fire, law enforcement, Emergency Medical Services (EMS) providers and local emergency management groups.
  1. Collaborate with ERM, Security, Safety and other areas at CPCC as it pertains to emergency management, business continuity and resilience management.
  1. Coordinate with the College’s campuses and centers on the development, implementation, and facilitation of best practices and initiatives in emergency preparedness.
  2. Review and update policies, programs, and procedures ensuring inclusion of any new legal requirements.
  1. Lead planning efforts for public events / major events within the College and coordinate public safety / response / contingency plans related to those events.
  1. Research state and federal laws, regulations, and guidelines regarding the implementation of homeland security programs, and ensures College compliance with such regulations.
  1. Research available grants related to Emergency Management.
  1. Maintain compliance with the Storm Ready program through the National Weather Service (NWS).
  1. Study emergency plans used elsewhere to gather information for plan development.
  1. Routinely communicate emergency management preparedness measures to all constituents of the college community.
  1. Keep informed of activities or changes that could affect the likelihood of an emergency, as well as, those that could affect response efforts and details of plan implementation.
  1. Perform other duties as assigned.

Knowledge, Skills, Abilities, and Worker Characteristics:

  • Extensive knowledge of business continuity planning, disaster recovery, emergency management, information technology, business interruption and business operations best practices, principles and strategies
  • Extensive know how in developing and maintaining business continuity plans, conducting business impact assessments and organizing and overseeing business continuity exercises
  • Proven Project Management capabilities; Demonstrated facilitation and collaboration skills
  • Ability to communicate and interface with diverse groups (both internal and external)
  • Detail oriented with strong problem-solving and analytical abilities; ability to identify potential impacts of business risk and manage those risks effectively; ability to plan and execute multiple projects simultaneously meeting established deadlines and overall project objectives
  • Excellent written and oral communication skills
  • Applied knowledge of operational processes and industry best practices of risk and assessment
