Position Description

Executive Director, Center for Workforce Engagementent

Department:Executive Administration

FLSA:Exempt

Direct Reports:Dean, Corporate Services; Coordinator, Apprenticeship Programs; Coordinator, Work-based Learning; and the Administrative Assistant.

1. Understanding of workforce engagement, talent development, and the role of community colleges in economic mobility;
2. Ability to engage employers and motivate faculty to develop, sustain, and improve non-credit-bearing and credit-bearing educational programs that lead to students’ academic and career success in a comprehensive, urban community college;
3. Understanding of and sensitivity to educational needs and challenges of at-risk and non-traditional students, including students of color, students from low-income backgrounds, international students, and first-generation college students;
4. Understanding of and sensitivity to the professional development and support needs of a highly qualified and professionally diverse workforce;
5. Ability to analyze problems, identify alternative solutions, project consequences of proposed actions and implement recommendations in support of goals;
6. Ability to gain cooperation through discussion and persuasion;
7. Ability to identify, select, energize, supervise and evaluate effective educational programs and services;
8. Evidence of strong interpersonal skills, organizational skills, and effective oral and written communication/public relation skills;

12. Demonstrated understanding or and experience with local workforce development boards, and local economic development agencies;
13. Demonstrated experience with grant writing and management;
14. Demonstrated understanding of and experience with integrated student information systems;
15. Demonstrated ability to use personal computers effectively;
16. Personal integrity, honesty, and the ability to maintain confidentiality; and
17. Demonstrated understanding of and commitment to the philosophy, mission, and purpose of the North Carolina Community College System.

Essential Functions

The Executive Director leads and facilitates innovative employer partnerships to foster and support the development of new and relevant programming, student workplace experiences, student-employer matching, work-based learning, employer advisory committees for guided career pathways, and integrated career readiness programming. The Executive Director serves as the primary liaison for employer relations with the College. In addition, the Executive Director directs the activities and provides supervision to the staff of the College’s Center for Workforce Engagement.

Job Duties

1. Coordinate strategic employer engagement activities for the College.
2. Foster a culture and environment where local, regional, and national employers will look to the College as an exceptional source of responsive, nimble, and flexible training for employees.
3. Working collaboratively with college leadership, organize the structure, suggest member appointments, and facilitate regular meetings of all employer advisory committees serving the College’s guided career pathways and related individual programs. These advisory committees should evidence active partnerships with the college, assist with curriculum refinement, provide opportunities to scale work-based learning, and advise our programs so the College will collectively sustain a relevant and modern workforce.
4. Engage employers in the design of student learning experiences within the College’s Guided Career Pathways.
5. Serve as the College’s representative for local Workforce Development Boards;
6. Provide vision and direction in developing, implementing, assessing, and revising strategic plans for practices, policies, and procedures that encourage employer engagement, workforce development, and advance the college’s mission and goals.
7. Lead the formulation and implementation of annual and long-range plans for workforce and employer engagement including program planning, events, and assessment activities;
8. Expand and bring to scale the College’s employment matching services for all guided career pathways which encompass student opportunities for work-based learning; apprenticeships; internships/externships; job placement and support.
9. Lead efforts to meet the needs of local employers to provide company-specific training as well as ongoing large multi-year customized training projects.
10. Maintain awareness and provide College leadership with on-demand and regular data related workforce and employment trends at national, regional, and local levels;
11. Provide leadership in the development and administration of annual budget for the Center for Workforce Engagement and lead forecasting efforts for long-range resource needs;
12. Supervise the employees assigned to the Center for Workforce Engagement;
13. Select, coach, motivate, and evaluate Center staff; establish and monitor employee performance objectives; prepare and present employee performance reviews; provide or coordinate staff training; work with employees to correct deficiencies; implement discipline procedures;
14. Serve on a variety of councils, committees, and task forces; research and develop recommendations related to the college;
15. Represent the college at community and outside organization functions; and
16. Carry out additional duties as assigned by the executive vice president and/or president.
