Minimum Qualifications

Bachelor’s Degree in communications, public relations, public affairs, media, journalism, English, or related field from an appropriately accredited institution and four years of experience in communications, public relations, or publicity work; or an equivalent combination of education and experience. Minimum of seven years’ experience managing employees and overseeing all aspects of communications for a large organization.

Position Description

~THIS POSITION IS EXEMPT FROM THE STATE HUMAN RESOURCES ACT (EPA) per GS 115D-3~

DESCRIPTION OF WORK:  The position oversees the Communications Office and provides overall communications, marketing, and public affairs services for the North Carolina Community College System. Develops and supervises all operations related to strategic communications and content strategy for the NC Community Colleges System Office social media, public relations, and communications efforts in supporting the mission and strategic plans of the System Office and the 58 Community Colleges. Manages multiple projects at once and ensures that the communications team's functions are conducted and completed in a timely, professional manner and keeping with the direction set by the President of the System Office.  This position manages two direct reports, the Communication Specialist, and Web Content Specialist.

  • Develop marketing communications plans
  • Oversee brand management and sets standards for and reviews material disseminated from the System Office
  • Oversee internal and external communications
  • Write speeches and produces presentations and supporting material for the System Office president
  • Manage the system website
  • Supervise day-to-day operations of the Communications Office
  • Oversee marketing and outreach campaigns
  • Collaborate with the marketing, communications, and PIO teams of The Great 58 on statewide and localized messages, whether in the form of an outreach campaign or a response to a news organization
  • Lead and participate in procurement process for contracts with vendors to support marketing communications efforts
  • Manages media relations by serving as point of contact for all inquiries from the news and trade media, then coordinate with System Office divisions to retrieve data, information, and records to provide to the media
  • Schedule and coordinate press events and media interviews
  • Write press releases and public meeting notices that get disseminated statewide and published on web and social media sites
  • Create, develop, and provide style guides to ensure consistency in voice, tone, written material, and brand
  • Respond to public inquiries
  • Produce material in the form of handouts, newsletter, flyers, fact sheets, booklets, and reports to communicate high-level work
  • Oversee the production of podcasts and videos to support the System Office President in growing awareness about The Great 58; currently overseeing collaborative work to outfit a space for recording training and informational videos and podcasts
  • Create and work with the procurement team to purchase advertisements
  • Oversee social media accounts and the publishing of content
  • Participate in and attend meetings of the State Board, System Office Senior Team, Presidents’ Association, Trustees’ Association
  • Support System Office teams on marketing communications needs
  • Manage multimedia library of images, video, audio

KNOWLEDGE/SKILLS/AND ABILITIES:  Effective organizational communications both internal and external to the organization; principles of management and human resources management related to day-to-day program operation and the supervision of staff; news media operations and their deadlines to respond quickly to requests for information; information that is considered “private” and should not be disseminated; how to distribute information and which media to contact in order to effectively reach the public; knowledge of communication and publication principles and techniques for disseminating information; thorough knowledge of the methods of planning, writing, and editing publications; detailed knowledge of, and experience with, maintaining an interactive website; communicating via social media; experience in the principles of project management; manage time effectively and be sensitive to project deadlines; oversee vendors to meet sensitive deadlines; must be a skilled listener to understand complex information in order to communicate in “plain English.”
