Minimum Qualifications
Minimum Requirements (Applicant must meet all of the minimum requirements):
1. Master’s degree in Human Resources, Business Administration, Public Administration, or a related field;
2. Five years of full-time or equivalent Human Resources, Business Administration, and/or Public Administration work experience;
3. Three years of full-time or equivalent administration supervisory experience.
Preferred Qualifications
Preferred Qualifications:
1. Professional certification by the Society for Human Resource Management.
2. Human Resources, Business Administration, and/or Public Administration work experience at an organization with at least 500 employees.
3. Experience with an integrated computerized personnel system.
4. Experience with Title IX or similar case management and compliance.
5. Experience with employment law specific to higher education in North Carolina.
6. Proficiency in a foreign language such as Spanish, an East Slavic language, and/or American Sign Language.
Position Description
Job Description Summary:
Provides overall strategic HR leadership to the College. Oversees the development and implementation of human resources policies, programs, and services, including recruitment, selection, retention, professional development, legal compliance, employee benefits, employee relations, payroll, compensation, and risk management. Selects, develops, evaluates, and leads a team of human resource professionals with a goal of earning a high level of credibility as an effective and responsive internal consulting group.
Duties:
1. Serves as a member of the Executive Leadership Team.
2. Advises management to ensure compliance with all federal, state, and local laws related to employee benefits, compensation, employment, training, and risk management. Remains current with changes in human resource and employment laws, and manages relationships with federal, state, and local regulatory agencies.
3. Oversees the Professional Development team:
o Management of employee professional development programs
o Administration of faculty specific enhancement
o Coordination of Western Community College Leadership Academy
o Development and delivery of ongoing job training programs
4. Oversees the Benefits, Compensation and Data functions:
o Administration of employee accommodations and guidance to supervisors in order to comply with the requirements set forth in the Americans with Disabilities Act, the Family and Medical Leave Act, Affordable Care Act and any other applicable employment laws.
o Employee Leaves Management
o Administration of retirement planning, communication and meetings with employees.
o Campus employee risk management, payroll and data management.
o Wage and salary administration, with particular emphasis on compliance with annual salary budget.
5. Oversees the Employment function:
o Posting and recruitment of all vacant positions
o Hiring and onboarding of all employees
o Coordination of a highly effective orientation program
o Personnel record keeping related to new hires, employee reviews, promotions, transfers, separations and exit interviews
6. Oversees employee investigations and relations and works with Title IX Coordinator on any employee/student Title IX investigations.
7. Plans, develops, and implements procedures to improve and increase the efficiency and cost effectiveness of the human resources, and organizational and professional development operations and possesses a clear understanding of personnel policies and procedures sufficient to interpret these policies for staff and faculty.
8. Serves as internal consultant to managers and advisor/mediator in employee situations in which discipline is anticipated and advises management regarding all employee probations and/or terminations and consults with legal counsel as appropriate.
9. Recommends new approaches, policies, and procedures to effect continual improvements in efficiency of human resources services performed.
10. Contributes to the College Vision, Mission, Values, and RISE statement.
11. Supports workforce diversity in all its aspects.
12. Performs other duties as assigned.
