Knowledge and Skills    

Familiar with rules and regulations for local, state, and federal training requirements as well as the certification processes of Pro-Board and IFSAC (International Fire Standards and Certification Board) for Fire/Rescue members, Volunteer and Career.

 

Physical Demands          

Ability to move Equipment as needed to conduct training. Ability to conduct physical training for with recruits in Fire Academy, Able to function in full protective clothing ensemble while conducting training in live fire environments.

 

Licensing Requirement

Commercial Driver’s License Class B, Fire and Rescue Certification up to Instructor Level III

Preferred Qualifications

Prefer AAS or BS in a related Fire or Emergency Management field of study and Instructor level II.

Position Description

Statement of Primary Purpose

The Fire/Rescue Training Program (FRTP) Director shall be responsible for the direction and management of both long-term and daily operations of Fire/Rescue training programs delivered through the Division of Public Safety Training Center (PSTC), reporting directly to the Dean of Public Safety Training, to include: FireFighter Academy, Firefighter Certification Training within North Carolina, Technical Rescue Certification within North Carolina, Wildland Firefighting Academy for National Park Service – Park Ranger Law Enforcement Academy (NPS-PRLEA) sessions as well as others seeking certification. Additional oversight for In-Service and advanced and/or specialized Fire/Rescue training. 

The Fire/Rescue Training Program (FRTP) Director will coordinate the establishment, sustainment and advancement of fire/rescue training within the local and regional marketplace through the development of strategic partnerships, the effective and efficient use of personnel, budgets and resources, and a strict adherence to established professional standards to render the highest level of training capabilities to those who serve, safeguard and secure our communities within the State of North Carolina, our Nation’s Federal level of fire/rescue operations and essential personnel assigned to and working within the fire/rescue system with focus provided to agencies in Jackson, Macon, Swain County and Qualla Boundaries.

 

Classification

Occupational Faculty, full-time, exempt.

 

Essential Functions and Responsibilities

● Coordinate Fire and Rescue Training, as well as specialty courses.

● Obtain Instructor Certification and instruct in BLET and NPS courses as required.

● Work with other program directors to assist in class and equipment needs.

● Meet with Local Fire and Rescue agencies to develop a comprehensive training plan to meet their organizational needs. (travel to agencies required)

● Research, evaluate, design, and revise training standards and requirements to ensure compliance with the highest state and federal standards.

● Submit and Obtain Permits required for Fire/Rescue classes.

● Maintain accreditation of Fire/Rescue Training for SCC-PSTC through the Department of Insurance (DOI), the National Fire Academy (NFA), and the National Wildland Coordination Group (NWCG).

● Coordinate and support operations of Fire/Rescue Academies.

● Coordinate and support Wildland Fire Training Academies.

● Locate, recruit, and train instructors and arrange class schedules.

● Determine and provide for the equipment needs of upcoming courses.

● Assist part-time instructors as needed with equipment and coordination.

● Over see Fire/Rescue Support staff.

● Perform equipment maintenance and maintain written records of all maintenance required/preformed.

● Maintenance and scheduling of burn building and training grounds.

● Pull practical skills evaluations and tests for all certification classes.

● Assist in coordination and delivery of practical exercises.

● Register classes and process required paperwork for classes.

● Grade and record all certifications exam scores.

● Answer questions regarding certification from Fire/Rescue students.

● Research students training records and report training to the North Carolina Fire and Rescue Commission.

● Develop and deliver online/hybrid/web enhanced Fire/Rescue training.

● Develop and offer Fire/Rescue/EMS Academies.

● Provide remedial instruction to students as needed.

● Attend conferences and meetings with local agencies, state, and federal certification boards.

● Open and Close college facilities as needed.

● Assist in student recruitment, advising and retention.

● Inspect prospective training locations while working in conjunction with the Division of Air Quality and the Department of Public Health to secure areas in which students can conduct real time drills and training scenarios.

● Provide students assistance with initial certification applications, certification reciprocity and national certification transfer for Fire/Rescue certifications and standards.

● Be responsible for professional development and maintaining professional competence.

● Establish and maintain effective working relationships with students, staff, and others.

 

Additional Duties and Responsibilities

● Update class schedule and send to area departments.

● Insert and obtain course delivery approval from OSFM.

● Work with Community College Regional Coordinator to meet special needs of agencies.

● Work with OSFM to schedule instructor qualification classes.

● Schedule and hold meetings with instructors to update them on changes to the OSFM, NFPA and School requirements for course delivery.

● Manufacture and or develop training props used to enhance course delivery here at SCC.

● Coordinate and deliver wildland firefighting courses in conjunction with the North Carolina Forest Service, United State Forest Service and National Park Service.

● Maintain and advance essential certifications and training necessary for the delivery of fire/rescue training programs through the Division of Public Safety Training Center (PSTC) to retain credibility, confidence, competence and professionalism, fulfilling the vision of the Fire/Rescue Training Program (FRTP) in providing innovative research, timely consultation, comprehensive program development, exceptional education and continuous support for fire/rescue professionals, expressed through the Division of Public Safety Training Center (PSTC) operational philosophy: Esse quam videri and consistent with established professional standards

● Act as School Director (SD) for NC-Fire/Rescue programs

● Supervise and schedule part-time Testing Proctors for Fire/Rescue Programs

● Register training classes, as needed

● Order supplies and materials essential to the delivery of fire/rescue training programs.

● Open and close college facilities as needed

● Other duties as assigned

Working Conditions and Environment

Organizations skills within office environment, answer calls for information regarding training and certification. Travel to departments to schedule training, register and instruct classes. Attend Commission and State Certification Board Meetings. Day, evening, night and weekend hours required in adverse weather conditions.

 

Equipment Operation

Computer and associated software to include Excel, Word, email. Must be familiar with all Fire and Rescue Equipment used or Operated in Certification Courses. Must be able to drive and operate Fire Apparatus during training sessions.
