Minimum Qualifications

Required:  A Bachelor's Degree in education, counseling, human services, business, or a related field and/or equivalent combination of education and training.

Knowledge of basic computer applications (Microsoft Office Word, Excel, PowerPoint).

Ability to work independently and with persons from diverse backgrounds is necessary.

Preferred Qualifications

Preferred:
 A Master’s Degree in education, counseling, human services, business, or a related field and/or equivalent combination of education and training.

 Experience in academic advising and knowledge of student information systems

 Strong customer relations skills and relationship building skills

 Supervision experience

 Knowledge and thorough understanding of the mission of the community college especially  as it relates to enrollment and student support service functions.

Position Description

Under the supervison of the Dean of Workforce and Economic Development, the Director of Literacy Education is responsible for training, planning, coordinating, supervising and evaluating the operation of all literacy education programs.  The Director of Literacy Education serves as a positive representative of Halifax Community College (HCC) and displays courtesy, tact, consideration, and discretion in all interactions with other members of the HCC community and with the general public.  The position also provides support, encouragement and guidance to students.

ADMINISTRATOR RESPONSIBILITIES

  • Promotes and presents literacy education within the community so that interested adults may have an opportunity to participate in the program
  • Establishes information, referrals, and other links between the program and the community through staff participation in different organizations, such as, NC Works
  • Establishes and maintains contact with various groups, agencies, businesses, industries, and civic groups regarding literacy education programs
  • Serves on various College committees
  • Leads student recruitment and retention
  • Supervises employees in the literacy education department
  • Manages the literacy education budget
  • Submits required budget reports to the North Carolina Community College System office
  • Submits monthly and annual Literacy Education Information System (LEIS) reports to the North Carolina Community College System Office

COURSE DEVELOPMENT

  • Trains, plans, coordinates, supervises, and evaluates the operation of all literacy education programs
  • Prepares and revises course syllabi and on-campus and off-campus literacy education class schedules
  • Coordinates the high school equivalency testing schedules/calendars for literacy education programs
  • Selects appropriate textbooks, computer software, and materials for literacy education classes

INSTRUCTION-RELATED

  • Observes, evaluates, supervises, coaches, and mentors literacy education instructors
  • Establishes, maintains, and supervises literacy education classes throughout the College’s service areas for on-campus and off-campus classes
  • Ensures that proper resources are available to meet the needs of students and instructors
  • Assists in the selection, interviewing, and hiring of part-time instructors, full-time staff, and support staff
  • Arranges staff meetings with support staff to plan, evaluate, coordinate, and problem-solve
  • Refers students to appropriate class sites

 PROFESSIONAL DEVELOPMENT

  • Continues to develop professional skills by participating in advance training, attending meetings, seminars, conferences, and workshops when needed and/or recommended
  • Coordinates all activities for staff development and volunteer management

QUALITY ENHANCEMENT & ASSESSMENT

  • As required, ensure that the Adult Education Family Literacy Act (AEFLA) Title II Workforce and Innovation Opportunities Act (WIOA) grant is prepared, submitted, and implemented
  • Adhere to all policies and procedures associated with literacy education programs and the College (such as, auditing and institutional effectiveness plans)
  • Ensures that the literacy education programs maintain state and federal requirements, and as necessary, submit appropriate documentation for the state program monitoring report.
  • Conducts needs assessments and evaluation of the program and staff
  • In order to ensure state compliance, monitor each class or delegate this responsibility to other staff members
  • As required, submit literacy education monthly data and additional necessary reports and requests to the North Carolina Community College System
  • When appropriate, ensure that drop release paperwork is approved for 16- & 17-year-olds
  • Prepare and submit necessary local reports to the Dean of Workforce & Economic Development and/or appropriate designees
  • Prepare and ensure accuracy of travel, leave requests, and professional development using appropriate budget codes
  • Other duties as assigned by the Dean of Workforce and Economic Development and other appropriate personnel
