Minimum Qualifications

Ability to communicate with students verbally and in written form.  Ability to be discrete, explanatory, thorough, and rational when handling difficult and confidential student data. Ability to manage staff. Associate Degree in business or management related field, and five years of experience, or Bachelor’s Degree and three years of experience.

Position Description

Under supervision of the Vice President of Student Services and Enrollment Management, the Financial Aid Director is responsible for the development, administration, and evaluation of the financial aid programs, including supervision of authorization, disbursement, and record-keeping procedures.

Program Integrity:

1.            Assure institutional conformity with state and federal regulations. Maintain currency with revisions in laws and regulations affecting Title IV federal student aid programs as well as North Carolina programs.

Staff Management/Supervision:

2.            Oversee office management, procedures, and supervise financial aid staff.

3.            Organize and implement in-service training and development programs.

Federal and State Reporting:

4.            Prepare and submit data for the Fiscal Operations Report and Application to Participate (FISAP), student Financial Aid Summary Report (NCHED), Integrated Postsecondary Education Data System (IPEDS), and various NC Community College System reports.

Program Administration:

5.            Maintain current Program Participation Agreements with federal and state aid agencies.

6.            Administer federal programs including; Pell Grant (PELL), Supplemental Education Opportunity Grant (SEOG), and Federal Work-study (FWS).

7.            Administer state programs including: North Carolina Community College Grant (NCCCG), North Carolina Education Lottery Scholarship (NCELS), North Carolina Targeted Assistance Grant (NCTAP), and Golden Leaf Scholarship programs.

8.            Perform final reconciliation of all federal and state programs with the Business Office.

Information Systems Management:

9.            Responsible for the annual setup of Colleague software as related to the Financial Aid module.

10.          Financial aid data compilation and analyzation using Informer software.

Professional Development:

11.          Maintain membership in NCASFAA (North Carolina Association of Financial Aid Administrators). Attend NCSFAA Conferences for training and networking opportunities to ensure currency in regulations and procedures.

12.          Participate in regional financial aid group meetings.  Attend various state and federal workshops/training opportunities.

Policy Administration/Development:

13.          Recommend institutional policies for student financial aid.

14.          Maintain currency in all published information regarding HCC financial aid policies (i.e. College Catalog and HCC website).

15.          Develop and maintain appropriate communications with all constituents (students, parents, faculty, college departments, federal and state governments) and maximize the use of relevant computer applications.

16.          Review applications, allocate resources, and authorize disbursements of funds for students who receive assistance.

Support of Mission/Related Responsibilities:

17.          Visit local high schools to conduct Financial Aid Workshops.     

18.          Provide financial aid counseling to students, parents, and the general public regarding educational costs, available resources, and personal finances.

19.          Perform outreach – assist in recruitment and retention of students.

20.        Serve on committees as appointed.  

21.          Serve as Financial Aid Committee Chairperson - duties include scheduling meetings, presenting student financial aid appeals for review, and assisting the Foundation Office with scholarship recipient selections.

22.        Serve as a representative of the College for various college functions/special events (CFI’s FAFSA Day, Fall and Spring New Student Orientation, Graduation, ACA 111 class presentations, etc.).

23.      Other duties as assigned within the scope of the job description.
